Item #02
Date: October 7, 2025
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Ratification of Memorandums of Understanding (MOU) between the Marysville Police Officers Association (MPOA Sworn and Non-Sworn.
Recommendation:
Pass a Motion ratifying proposed Bargaining Unit Memorandum of Understanding (MOU) agreements with 1) MPOA - both Sworn and Non-Sworn and 2) approve Resolution 2025-XX authorize the Finance Director to make supplemental appropriations of $55,279 to the salary (longevity) and benefits (health admin) accounts, as necessary. Salary and wage increases were factored into the FY 2026 budget which has already been approved.
Rationale for Recommendation:
The City, and the MPOA reached an agreement and jointly prepared the attached MOU’s committing to the terms and conditions outlined in the attached agreements.
Background:
As required by state law, the City, and MPOA met and conferred on wages, hours and other conditions of employment. As a result of those meetings, the parties have reached the attached agreements.
Discussion & Analysis:
The attached MOUs reflects months of hard work and collaboration with MPOA, City Management and Negotiator Patrick Clark to develop new MOUs. As surrounding jurisdictions have steadily increased salaries and benefits for Police, especially over the past 12 to 24 months, the City of Marysville’s salaries and benefits have remained below market value.
In conjunction with prior years MOUs, the proposed increases will help retain and recruit more Police Officers CSO’s and Dispatchers as well as start to keep pace with the surrounding market.
The major highlights of the MPOA (Sworn and Non-Sworn) MOUs include:
▪ Salary Increases: A 4% Cost of Living Adjustment (COLA) to help the classifications become closer to market values, effective July 1, 2025 and a 3% Cost of Living Adjustment (COLA) effective July 1, 2026.
▪ Medical Change to Teamster’s Medical: This change will have all City employees now on Teamsters’ medical.
▪ Longevity Change: For retention purposes longevity will begin at 5 years.
Fiscal Analysis:
Item #02
The anticipated fiscal impact $364,109 for the proposed amendments includes salaries, incentive pays, CalPERS (retirement), and Medicare for fiscal years 2025/2026 and 2026/2027.
