Item #05
To: Mayor and City Council
From: Kathy Pease, Planning Consultant
Jim Schaad, City Manager
Subject: Downtown Specific Plan and Zoning Code Second Reading Recommendation:

Pass a motion to 1) adopt Ordinance 1462 and waive the second reading amending Title 17 of the City of Marysville Municipal Code by amending the Zoning Map to change the Zoning District Designations consistent with the Downtown Specific Plan, and consistent with State Law, amend the Zoning Map and adopting a new zoning district of Public/Quasi-Public, and 2) waive the second reading Ordinance 1463 to adopt the Downtown Specific Plan, both to be effective 30 days after adoption.

Rationale for Recommendation:

The City Council voted 3-1-1 (Hudson no)(Gilchrist absent) to approve the Final Environmental Impact Report (EIR), General Plan 2050 Update, and first reading to adopt the Downtown Specific Plan and Zoning Code Update at its meeting on September 16, 2025. Adoption of the ordinances requires a second reading.

An EIR is an informational document which is intended to inform public agency decision-makers and the public of the potentially significant environmental impacts of a project, identify ways to minimize the significant impacts (mitigation), and describe reasonable alternatives to the project. The Draft EIR was made available for public review for a 45- day period from September 27th, 2024, to November 12th, 2024. The City Council considered and approved the EIR at its meeting of September 16, 2025.
