Item #07
Date: October 7, 2025
To: Mayor and City Council
From: Vance Nabeta, Police Chief
Jim Schaad, City Manager
Subject: Vehicle Tow Services Franchise Agreements for 2025-2027 Recommendation:
Pass a Motion adopting Resolution No. 2025-XX, authorizing the City Manager, or designee, to enter into Vehicle Tow Service Franchise Agreements.
Rationale for Recommendation:
In order for the City of Marysville to adhere to the Municipal Code, staff is required to release a Request for Proposal to the public, requesting proposals for inclusion on the Rotational Tow List. Once the proposals have been received, the City is required to hold a public hearing to receive comments regarding Nonconsensual Police Towing Franchises and seek Council approval to enter into Nonconsensual Tow Services Franchise Agreements with the selected Tow Service Companies.
Background:
Each year the Marysville Police Department tows hundreds of vehicles in the course of conducting field operations. For many years, the Police Department has established and used a rotational tow service provider list. Each provider is required to meet specific requirements, pay a fee to be included in the rotation, and sign a Vehicle Tow Franchise Agreement. Those agreements will all expire on September 1, 2025. Following circulation of a Request for Proposals earlier this summer, a number of interested providers filed responses. Before new franchise agreements can be awarded effective November 1, 2025, a public hearing is required by the City Council.
Discussion & Analysis:
In accordance with Chapter 10.18 of the Marysville Municipal Code, staff released the attached Request for Proposals to the public, requesting proposals for inclusion on the Rotational Tow List. As required, Police Department staff reviewed all submitted proposals, and found that the following tow service operators should be included in the tow service rotation: Bains Towing, Dan Preston Towing, Dick’s Towing, EZ Towing, Geweke Towing, Los Amigos Towing, Randy’s Towing, Sanchez Towing Service, Fleet Nation Towing and Recovery and WAP Towing. For the upcoming rotation cycle, all of the franchise agreements are for a term of two years. This ensures continuity of service for a longer time and reduces the administrative burden on both City staff and operators.

Fiscal Analysis:
The City will receive a total of $42,500 from franchise and application fees required from the tow companies.
