Item #04
Date: November 18, 2025
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Approval of revisions to the Management Compensation Plan for Executive and MidManagement Employees Recommendation:
Pass a Motion to 1) approve salary revisions to the Executive and Mid-Management Compensation Plan and 2) authorize the Finance Director to make supplemental appropriations up to $20,000 to appropriate salary and benefits accounts, as necessary.
Rationale for Recommendation:
The City Manager with Executive Staff input has drafted revisions to the Executive and MidManagement Employees Compensation Plan Background:
The City Manager solicited input from Executive and Mid Management Staff regarding wages, benefits, and other conditions of employment. Based on this input, the salary range revisions were drafted.
Discussion & Analysis:
The attached Executive and Mid-Management Plan reflect months of hard work and collaboration between the City Manager and the Executive and Mid-Management Staff to develop revisions to provide a more competitive compensation structure while staying within budget constraints. As surrounding jurisdictions have steadily increased salaries and benefits over the past 12 to 24 months; the City of Marysville’s Executive and Mid Management Staff compensation has remained below market value. The proposed revisions will help retain key staff and recruit qualified candidates for open positions and begin to keep pace with the surrounding market.
The major revisions of the Executive and Mid-Management Compensation Plan include:
▪ Salary Ranges: Base salary ranges have been increased per the attached revised compensation plan and will sustain merit-based increases over multiple years.
Item #04
▪ Step Increase: t o address retention and recruitment efforts and to provide the City with more flexibility in hiring, the City Manager plan includes a 4% salary increase to the nonexempt mid-management positions (Human Resources Technician and Chief’s Executive Assistant) effective July 1, 2025.
▪ Close City Hall the week of December 22, 2025, through December 26, 2025.
Fiscal Analysis:
Given the monetary savings of vacancies and consolidation of employment positions, there are sufficient funds within the General Fund to authorize a supplemental appropriation of $20,000 for the Management Compensation Plan for Executive and Mid-Management Employees.
