Item #06
Date: December 16, 2025
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director
Jim Schaad, City Manager
Subject: Adoption of the 2025 California Fire Code, 2025 California Building Standards Code, and 2025 California Electrical Code
Recommendation:

Pass a motion to 1) waive the second reading and approve Ordinance 1464 adopting the 2025 California Fire Code (Title 24, Part 9) with local amendments and findings: 2) waive the second reading Ordinance 1464 adopting the 2025 California Building Standards Code (Title 24) and the 2025 California Electrical Code (as part of Title 24) with local amendments and findings; 3) Set the effective date of said ordinances to be January 1, 2026, consistent with the State adoption schedule, and 4) Direct City staff to publish notices, update permit application materials, and provide training for building/fire staff and stakeholders.

Rationale for Recommendation:

The State has adopted the 2019 Fire, Electrical and Building Standard Codes that repeal and replace the previous Fire, Electrical and Building Standard Codes; in order to maintain consistency with current codes and standards, these codes need to be adopted by the City of Marysville.

Discussion & Analysis:

State law requires that California jurisdictions adopt the triennial updates to the California Building Standards Codes published by the California Building Standards Commission (CBSC). The 2025 California Building Standards Code (Title 24) and the 2025 California Fire Code (Title 24, Part 9) are scheduled for publication July 1, 2025, with an effective date of January 1, 2026. Adoption of these updated codes ensures continued consistency with State law, enhances safety and energy efficiency standards, and maintains the City’s authority to enforce building and fire safety regulations.

The 2025 code cycle introduces updates across several parts of Title 24, including building, residential, electrical, plumbing, mechanical, energy (Part 6), green building (CALGreen / Part 11), and fire codes.

Local jurisdictions are required to adopt these codes and may incorporate local amendments based on climatic, geological, or topographical conditions. The City of Marysville intends to adopt the 2025 California Fire, Building, and Electrical Codes with minimal local amendments necessary for local conditions.

Item #06
Legal Review:

The City Attorney has reviewed and approve as to form.

Alignment with City Council Goal(s):

Fiscal Analysis:

There is minimal fiscal impact associated with adopting the 2025 codes, as costs will be limited to training and public outreach. Funding for training and public outreach were appropriated in the Fiscal Year 2025/26 adopted budget for the Public Works Department. Accounts 10-157-5170 and 10-160-5170.

Attachment(s):
