Item #03

Page 1 of 2 ends

Date: December 16, 2025
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Appointment of City Clerk
Recommendation:

Staff recommends adoption of Resolution 2025-XX appointing Maggie Sanchez as City Clerk of the City of Marysville, effective December 1, 2025.

Rationale for Recommendation:

A vacancy in the City Clerk position occurred on September 25, 2025. Following this vacancy, the City conducted an internal recruitment for the combined City Clerk/Assistant to the City Manager role. Upon completion of the recruitment and interview process, Ms. Sanchez was identified as the most qualified candidate.

Ms. Sanchez has served the City of Marysville for approximately seven years. Throughout her tenure, she has supported the City Clerk’s office and performed a wide range of clerk-related duties, including service as Deputy City Clerk, frequently carrying out the responsibilities of the Clerk in her absence. Her experience and demonstrated performance make her the appropriate choice for appointment.

Background:

Historically, the duties of the City Clerk have been performed by an appointed full-time City employee. In recent years, these responsibilities have been incorporated into the duties of the Assistant to the City Manager—a structure that has proven both cost-effective and operationally efficient. Continuing this model ensures continuity of service and organizational stability.

Discussion & Analysis:

Ms. Sanchez has extensive hands-on experience assisting with a variety of City Clerk functions, which uniquely positions her to assume the duties of the City Clerk.

If appointed, Ms. Sanchez would receive a stipend of $250 per month for providing clerking services to the Marysville City Council twice per month. This appointment does not create any property right to the position and may be reviewed or revoked by the City Council at any time. The appointment would additionally be contingent upon Ms. Sanchez’s continued full-time employment with the City of Marysville.

Alignment with City Council Goal(s):

This Agenda Item supports goals #6 of Strengthening Institutional Capacity.

Environmental Impact:

The appointment of Assistant to the City Manager is an administrative action that does not constitute a CEQA ‘project’ pursuant to CEQA Guidelines §15378(b)(2), as it will not result in a direct or reasonably foreseeable indirect physical change in the environment.”
Legal Review:

This staff report has been reviewed and approved by the City Attorney as to legal form.

Fiscal Impact:

The fiscal impact to the City is approximately $250 per month, or $3,000 annually. Funds for this expenditure have already been appropriated in the FY 2025–26 Budget, and no additional budget action is required.
