Item #09
Date: December 16, 2025
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director
Jim Schaad, City Manager
Subject: Request for Permission to Submit Grant Application and Conduct Public Input Process Recommendation:

Pass Resolution 2025 -XX to Authorize the following actions:
1) Authorize staff to prepare and submit a grant application to the U.S. Environmental Protection Agency (EPA) for the FY26 Cleanup Grant (Funding Opportunity Number: EPA-I-OLEM-OBLR-25-07); and 2) Direct staff to conduct all required public notification and community input activities prior to submittal, including publication of notices, release of the draft Analysis of Brownfield Cleanup Alternatives (ABCA), and holding a public meeting to solicit comments; and
3) Conduct public hearing to give interested citizens, civic organizations and groups an opportunity to express their opinions and ideas for the upcoming EPA Brownfield Grant submission. 4) Authorize the City Manager, or designee, to execute all application documents and certifications.

Rationale for Recommendation:

The Notice of Funding Opportunity for the next Brownfield Cleanup Grant Funding Round has been issued. The EPA’s FY26 Brownfield Cleanup Grant program provides funding for the remediation of contaminated or potentially contaminated properties to support public health, environmental protection, and community revitalization. The City of Marysville owns 420 5th Street, which qualifies as a brownfield site due to the presence of hazardous materials following the June 2024 Hotel Marysville fire and subsequent demolition.

Applications are due January 28, 2026. Prior to submission, EPA requires a community notification and input process, which includes posting a public notice, releasing the draft ABCA, holding a public meeting, and collecting public comments.

Discussion & Analysis:

Grant funds would enable the City to complete cleanup activities needed to advance redevelopment of the former Hotel Marysville site. Staff will prepare the grant application, complete the required public outreach process, which will include a future Town Hall meeting or City Council Workshop item. Staff will also compile public comments for inclusion in the final submission.
