Proposal for Public Relations, Outreach,
Engagement, and Marketing Services for the
Marysville Chinatown Blueprint Project
Submitted by: Sapphire Marketing & Sign Co.

To: City of Marysville, Attn: City Clerk Nadine Sims
Deadline: September 29, 2025

1. Introductory Letter
Dear Ms. Sims,
Sapphire Marketing & Sign Co. is pleased to submit our Statement of Qualifications to provide public relations, outreach, engagement, and marketing consulting services for the Marysville Chinatown Blueprint Project.

As a locally rooted firm, Sapphire's team has more than 50 years of experience in public relations, marketing, and community engagement, which uniquely positions us to support this effort. Our CEO, Kary Hauck, is a lifelong Yuba-Sutter resident whose professional background includes working for the City of Marysville for a decade. As a volunteer, she has chaired the Bok Kai Parade, an event central to Chinatown's cultural identity, and continues to serve on the Festival's planning committee, assisting with coordinating various aspects of the annual festival.

Her longstanding leadership demonstrates not only expertise in outreach but also a deep cultural and historical connection to this project's goals. Furthermore, Ms. Hauck is in the final stages of receiving her Accreditation in Public Relations (APR).

Sapphire Marketing & Sign Co. holds a current City of Marysville Business License, with a satellite office located in downtown Marysville in addition to our headquarters in Yuba City. On behalf of Sapphire Marketing & Sign Co. and our sub-consultants, we affirm our full compliance with all applicable local, state, and federal requirements, and we have no conflicts of interest regarding this project.

We recognize that this Blueprint is more than a planning document; it is an opportunity to honor Marysville's unique Chinese heritage, to preserve California's last surviving Gold Rush-era Chinatown, and to build a community-driven vision for the future.

Sapphire Marketing & Sign Co. wishes to disclose that it currently has financial business with the City of Marysville. The company operates under contract as the City's Event Planning Consultant and maintains a second contract to provide Communications support when requested by City management. In addition, Sapphire produces signage for the City on an as-needed basis, including static signs, street signs, decals, and vehicle wrap customization.

Beyond its work with the City, Sapphire Marketing & Sign Co. has also engaged in financial business with the Marysville Chinese Community, producing printed materials for the annual Bok Kai Festival and facilitating meetings for the organization.

Sapphire Marketing & Sign Co. does not have any financial or business interest in the architectural or engineering design of this project and will not enter into any financial or business relationship as a contractor or subcontractor for the construction of this project if we are selected to perform the services outlined in this RFQ.

Respectfully,
Hays auck

1. Public Information Officer: MJUSD - 19 month contract Contact: Dr. Fal Asrani, [email protected], 949-331-5402 Sapphire's CEO served as a contract Public Information Officer for Marysville Joint Unified School District, and worked tirelessly to strengthen communication and build trust between the district and the community. She engaged with a wide range of stakeholders, including parents, students, staff, and local organizations, ensuring their voices were heard and their needs addressed. Her role included facilitating meetings and organizing events that highlighted district initiatives and celebrated student achievements. She also gathered and analyzed data to provide evidence-based insights that guided communication strategies and improved outreach.

Through this work, I helped integrate the school district more deeply into the community, fostering stronger connections and promoting a shared commitment to student success.

This project was finished on time and on budget.

2. City of Wheatland Community Satisfaction Survey
Contact: Jim Goodwin, Past City Manager
Current City Manager: Bill Zenoni, [email protected], 530-633-2761 Our CEO collaborated with the City of Wheatland to conduct a comprehensive Community Satisfaction Survey, designed to capture the perspectives of both residents within Wheatland City Proper and those living in the City's broader sphere of influence. She facilitated engagement throughout the process, ensuring diverse community voices were heard and represented. Upon completion, she compiled the analytics and data into clear, actionable insights for the City, and delivered a formal presentation to the City Council. This provided council members with a detailed understanding of resident priorities, helping guide their decisions on where to focus resources and efforts for the greatest community impact.

This project was presented to the Wheatland City Council and was completed on time and on budget.

3. City of Marysville - Community Event Planning & Implementation, Community Engagement Projects
Contact: Jim Schaad, City Manager, [email protected], 530-749-3901 Since 2018, Sapphire Marketing & Sign Co. has proudly served under contract with the City of Marysville to plan and implement its signature community events, including the Marysville Peach Festival, the Marysville Christmas Parade, and the 4th of July Fireworks Show. These events attract residents from across the North State and beyond California, showcasing Marysville as a vibrant regional agricultural hub. Sapphire manages every aspect of these celebrations, from sponsorship sales and vendor registration to fundraising and media outreach, ensuring strong participation and extensive press coverage that drives tourism and boosts the local economy. In addition to event management, Sapphire has supported the City's communications initiatives-facilitating community input sessions such as a town hall on arterial street design and rehabilitation, and preparing press releases to keep residents informed and engaged.

3. Project Understanding
We understand that the Chinatown Blueprint seeks to:

1. Define Chinatown's boundaries for City adoption.

2. Recommend strategies to reinvigorate the district as a cultural, economic, and community hub.

3. Develop conceptual designs for Plaza Park and a key entryway, including transportation access improvements.

4. Conduct extensive community-led engagement to guide these recommendations.

Sapphire recognizes the challenges of historical disinvestment, cultural preservation, and community trust. Our approach centers on building meaningful connections, communicating transparently, and presenting findings in accessible formats for stakeholders, residents and decision-makers.

Background & Importance
Although Marysville's Chinatown no longer has a large resident Chinese population, many legacy Chinese families remain deeply connected as property owners and community stakeholders. Their participation is essential. Two historic tongs-Suey Sing and Hop Sing-must be engaged equally to ensure all voices are represented.

Sapphire's Experience
While engaging this community can be challenging, Sapphire has successfully built trusted relationships with Chinatown families, property owners, and stakeholders. Our familiarity with this audience provides us with unique access and credibility.

Culturally Appropriate Outreach
Because many of these stakeholders are 60+, digital outreach is less effective. Instead, we will use traditional, culturally resonant methods:
• USPS invitations to all stakeholders using Sapphire's existing community database Invitations delivered in red envelopes ("hongbao"), a symbol of prosperity and good fortune in Chinese culture
Engagement Process

1. Introductory Stakeholder Meeting
• Present goals of the Chinatown Blueprint
Launch discussions on:
• Defining Chinatown's geographic footprint
Improving transportation access
Improving walkability
Increasing tourism
• Integrating Chinese architecture and symbolism

2. Consensus-Building Meeting
• Finalize Chinatown boundaries
• Facilitate stakeholder voting to establish top priorities

3. Communitywide engagement
• Facilitate community meeting and present stakeholder findings to the public • Conduct opinion polling on primary goals and priorities Blueprint Development
• Stakeholder input will guide the project direction and vision before broader community engagement
• Sapphire will serve as Project Manager, overseeing all phases of the Blueprint development
• Experienced professionals in Chinese architecture, cultural design, park design and community planning will be engaged to develop technical elements • Draft Blueprint will be presented to stakeholders for input before final adoption Deliverable
A Chinatown Blueprint that reflects the voices of legacy Chinese stakeholders as well as the at-large community of Marysville, integrates cultural heritage with modern planning, and is ready for presentation to the Marysville City Council.

4. Proposed Scope of Work
Sapphire will perform the marketing and outreach functions outlined in the RFQ and grant scope, including:
• Pre-Engagement & Engagement Planning: Consolidate existing contacts, identify communication channels, and draft a community engagement plan with measurable goals.
• Community Engagement & Outreach:
• Support survey development and distribution (digital and print).

Manage social media, email lists, and advertising campaigns.

Host workshops, focus groups, and town halls with multilingual resources (English, Cantonese, Mandarin).
• Integrate outreach into existing events such as the Bok Kai Parade and Festival.
• Marketing & Public Relations:
• Develop culturally resonant branding and messaging for the Blueprint. • Prepare informational materials (flyers, press releases, web updates). • Ensure consistent reporting to stakeholders and the public. • Data Collection & Reporting: Gather, analyze, and summarize community feedback into reports easily understood by residents and actionable by City leadership.

This scope aligns with the grant-funded project team structure in the EEl grant application and the proposed budget.
