Item #05
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: City Observed Holdays
Recommendation:

Receive the report of approved holidays for Calendar Year (CY) 2025 and provide direction to staff regarding whether December 26, 2025, shall be recognized as a City holiday for CY 2025 only.

Rationale for Recommendation:

All Memoranda of Understanding (MOUs) with the City’s bargaining units include the following holiday language:
“Every day appointed by the President, Governor or Mayor, and approved by the City Council for a public feast, thanksgiving, holiday or in memorial.”
On December 18, 2025, President Donald J. Trump signed Executive Order, which excused federal employees from duty on Friday, December 26, 2025, and treated that date as a federal holiday for CY 2025 only.

December 24, 2025, has already been recognized by the City. In order for the City to recognize December 26, 2025 as an additional City holiday for CY 2025, the City Council must approve or reject the designation pursuant to the above-referenced MOU language. Accordingly, this item is being brought forward for City Council consideration and direction.

Discussion and Analysis
The President’s executive order applies to federal employees only and does not automatically extend to state or local government employees. Because the City’s MOUs require City Council approval for presidentially appointed holidays to be recognized by the City, staff is presenting this item for Council deliberation.

Given the short time frame between issuance of the executive order and December 26, 2025, recognition of this date as a City holiday would require retroactive compensation adjustments, implemented through payroll processing.

Date: January 16, 2024
Item #05
If the City Council elects to recognize December 26, 2025, as a City holiday:
• Fire Department employees would be retroactively compensated with eight (8) hours of holiday pay. • Teamsters bargaining unit employees would receive overtime compensation for all hours worked on December 26, 2025.
• Police Department sworn and non-sworn employees would receive eight (8) hours of holiday time credited to their respective leave banks.
• Management employees would receive eight (8) hours of holiday time credited to their accrued leave banks.
•
The additional compensation and leave adjustments would be recorded during the February 2026 payroll cycle.

This is a one-time decision applicable to December 26, 2025 only. Recognition of this date does not establish a precedent or permanent holiday. Any future designation of December 26 as a City holiday would require separate City Council consideration and approval.

Alignment with City Council Goal(s):

Fiscal Analysis:

If the City Council elects to recognize December 26, 2025, as a City holiday, the estimated fiscal impact is approximately $6,000 in aggregate, primarily attributable to retroactive holiday and overtime compensation for affected bargaining units. This cost reflects a one-time impact for CY 2025 only and would be absorbed within existing departmental budgets.
