1. Town Hall Workshop: EPA Cleanup Grant Discussion
Recommendation: The City intends to apply for an EPA Brownfields Cleanup Grant later this month. Per the application requirements the City is having a public meeting so the community has an opportunity for public comment regarding the draft Analysis of Brownfield Cleanup Alternatives (ABCA) and application, as well as an opportunity to participate in decision-making aspects of cleanup redevelopment options.

Contact: Jeramy Chapdelaine, Public Works Director, (530) 749-3901, [email protected] Mayor Branscum arrived at 6:05pm
Public Works Director Jeramy Chapdelaine introduced City Manager Jim Schaad for an introduction.

Jim Schaad welcomed everyone to the meeting and explained the topic was Hotel Marysville and the fire and demolition and this meeting is to discuss the next steps and hear from community members that would like to speak. This is part of the process to be transparent and designed to get public input, particularly on two things, 1) concerns with application for the grant application and 2) ideas for future development at the site.

Jeramy asked Council if they had any comments.

Mayor Branscum noted it is an important subject and apologized for being late.

Jeramy explained he would provide updates throughout the presentation and noted this wouldn’t be the last time the community would have a chance to make comments. Gave background on the pile of debris and findings from environmental studies, phase II environmental assessment.

Trace levels of asbestos and lead based paint. With the studies complete we are about as far as we can go with studies until the debris is removed. Federal shut down slowed the process but Staff has been working to put together the most competitive application package as could be. A lot of Staff effort and teamwork. Community input is key in the application process.

Dan Flores welcomed everyone. He then went through the development process, including selecting a developer, RFQ’s and development agreements. Then talked about new project construction City of Marysville Regular Meeting Minutes 01/08/2026 Page 2 of 2 and renderings that have been submitted for the site. The intent is to transform the site, but also strengthen the surrounding businesses and continue the momentum in Marysville. Finally discussed the ribbon cutting milestone which represents the achievement.

Jeramy transitioned into community comment, City Clerk mentioned there were no speaker cards.

Supervisor House, District 2 came to the microphone and addressed the Council noting they are here to support the City and that even though it is ultimately a Marysville issue, it has an impact on the region as seen how it impacted the traffic. Thanked them for the continued efforts, community engagement and on the project and publicly sharing all the results.

Councilmember Gilchrist spoke about how ideas for site presented were similar to the public input from previous meetings. Also talked about other ideas that could be developed and asked the public to share their ideas.

Mayor Branscum talked about the challenge it is going to be before development can begin and the importance of getting ideas of what could potentially fill the site. Also, obtaining a Developer that will understand what the City needs and wants. Need to make that intersection more attractive, especially with the development that has happened and is happening. This grant is imperative to the clean up and if not received will impact other projects from happening, ie.

Streets.

Councilmember Hudson noted we need to hope for the best and prepare for the worst. Hoping everyone will use the QR codes provided to give feedback. City is trying to go through the process to obtain the funding so there is not a dramatic impact to the City’s budget.

Councilmember Rollins talked about how this is a competitive grant and hopefully the community will provide the needed input which is required for the grant.

Vice Mayor thanked the few that were there and appreciates their interest. Need to evaluate property before we can even put it out to developers. Need to get RFP together to find out if a developer would even be interested. Would also like to see something that compliments neighboring businesses and revenue generating. Would love to see retail on the bottom, market rate housing and maybe a restaurant on top.

Jim Schaad told people not to be shy and come to the microphone if they have thoughts or comments.

Citizen John Duarte came up to the microphone and says he likes the idea of a mixed use for the site, but noted Downtown really needs parking. Also, make sure something is built that can change with the times.

Mayor Branscum talked about the Council discussing parking and where current lots are, also how the Council is looking at Nevada City and would like to transform Downtown into something like their downtown.

John Duarte responded that would be nice for the community to come out especially during the summer to walk around and shop.

Councilmember Rollins reminded everyone to use the QR code and share with their friends and neighbors.

Jeramy noted that everything was on the main page of the website for review including the draft application, ABCA and Grant narrative.

Jim Schaad mentioned the City wants to do something with site that’s responsible, but imperative we obtain the grant and a developer that understands the wants and needs of the community. He ended the meeting by thanking everyone and reminding them to add their comments.
