Item #06
Date: February 3, 2026
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Establishment of a Measure G Oversight Committee (Voter Approved Requirement) Recommendation:
Adopt Resolution 2026-XX establishing a standing Measure G Oversight Committee, as committed to in the Measure G ballot language approved by the voters, and direct that the two City Councilmember seats be filled by the same Councilmembers serving on the Finance and Audit Committee, with appointments made by the Mayor and confirmed by the City Council.
Background:
The voters of the City of Marysville approved Measure G, which superseded Measure C, removed the sunset provision on the tax, and expressly committed the City to the establishment of an oversight committee to review the use of Measure G revenues.
Measure G was approved by approximately 70 percent of the voters, reflecting a strong level of public confidence in the City’s management, financial stewardship, and commitment to using Measure G revenues consistent with voter intent.
Establishment of a formal Measure G Oversight Committee is intended to further reinforce this public trust by providing an additional layer of transparency, accountability, and public reporting.
Discussion and Analysis
The Measure G Oversight Committee will serve in an advisory capacity to review Measure G revenues and expenditures and report annually to the City Council. The committee will be a standing committee subject to the Ralph M. Brown Act.
Legal Review
This report and the accompanying resolution have been reviewed by the City Attorney and approved as to form.
Fiscal Impact
There is no direct fiscal impact associated with the establishment of the Measure G Oversight Committee.
Staff support costs will be absorbed within existing resources.
Item #06
Environmental Impact:
Discussion of establishing a Measure G Oversight Committee is an administrative action not constituting a project under the California Environmental Quality Act (CEQA) and is therefore exempt under CEQA Guidelines Section 15378.
