Item #07
Date: February 3, 2026
To: Members of the City Council
From: Mayor Chris Branscum
Subject: Establishment of an Ad Hoc Public Safety Committee Recommendation
By motion and vote, establish an ad-hoc Public Safety Committee of the City Council, subject to the limitations set forth below.

Summary
The Mayor has requested that the City Council consider the establishment of an ad-hoc Police Department Committee.

Background
Sections 181 and 182 of the Marysville Administrative Code authorize the City Council to establish ad-hoc committees by motion and vote for specific, limited purposes. Ad-hoc committees are intended to be temporary advisory bodies and are distinct from standing committees of the City Council.

Discussion and Analysis
Ad-Hoc Committee Authority and Limitations
Pursuant to Section 182 of the Marysville Administrative Code, an ad-hoc committee:
• Is advisory only and does not exercise independent decision-making authority; • Consists of fewer than a quorum of the City Council;
• Does not have continuing subject-matter jurisdiction; • Does not meet on a fixed or regular schedule established by the City Council; • Automatically dissolves upon completion of its assigned task, or no later than one (1) year from the date of establishment unless reauthorized by the City Council; and • Is not a legislative body subject to the Ralph M. Brown Act, provided it meets the criteria set forth in state law.

If established, the ad-hoc Police Department Committee would operate within these limitations.
