Item #04
Date: February 17, 2026
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Approve Ordinance 1466 amending Section 181 and 182 of the Marysville Administrative Code Regarding City Council Committees
Recommendation:
Pass a Motion to 1) adopt Ordinance No. 1466 that was presented on February 3, 2026 and 2) waive the second reading of the Ordinance amending Sections 181 and 182 of the Marysville Administrative Code to: Update the list of City Council standing committees; clarify the distinction between standing committees and ad hoc committees; Establish clear and consistent rules governing City Council committees; and Recognize the Measure G Oversight Committee as a mandatory standing committee of the City Council.
Rationale for Recommendation:
The City Council utilizes standing committees and ad-hoc committees to assist in the efficient review of City business and to provide advisory recommendations to the full City Council. Sections 181 and 182 of the Marysville Administrative Code govern the establishment and operation of City Council committees.
This item recommends adoption of Ordinance 1466 amending Sections 181 and 182 of the Administrative Code to update the list of standing committees, clarify the rules governing standing and ad-hoc committees, and codify the Measure G Oversight Committee as a standing committee of the City Council in a manner consistent with voter-approved Measure G and the Ralph M. Brown Act.
Background:
Chapter 180 of the Marysville Administrative Code establishes general policies governing the operations of the City Council. Section 181 lists the standing committees of the City Council, and Section 182 establishes the general rules governing standing committees and ad-hoc committees.
Over time, additional standing committees have been created by resolution, committee responsibilities have evolved, and voter-approved Measure G established a requirement for a Measure G Oversight Committee. The existing Administrative Code has not been comprehensively updated to reflect these changes.
As part of this update, staff reviewed available historical resolutions and administrative records related to the formation of existing standing committees. While prior documentation describing the original purpose of some committees was identified, complete records were not consistently available for all committees.

Analysis
Standing Committees
Standing committees are ongoing advisory bodies of the City Council with continuing subject-matter jurisdiction. Standing committees are legislative bodies subject to the Ralph M. Brown Act and conduct meetings in compliance with applicable open meeting, agenda, and public participation requirements.
Ordinance 1466 amends Section 181 of the Administrative Code to update and consolidate the list of standing committees of the City Council as follows:
• Development Committee
• Loan Review Committee
• Parks & Recreation Committee
• Parking, Traffic and Streets Committee
• Recreation Department Development Committee
• Measure G Oversight Committee
Measure G Oversight Committee
Voter-approved Measure G requires the establishment of a Measure G Oversight Committee. Ordinance 1466 recognizes the Measure G Oversight Committee as a mandatory standing committee of the City Council and acknowledges that, unlike other standing committees, it may include additional members who are not members of the City Council to provide independent oversight and community representation.
The detailed composition, appointment process, duties, and operating procedures of the Measure G Oversight Committee are established by a separate Council item and resolution presented concurrently.
Ad-Hoc Committees
Ad-hoc committees are temporary advisory bodies established for specific, limited purposes. Ad-hoc committees consist of fewer than a quorum of the City Council, do not have continuing subject-matter jurisdiction, and are not legislative bodies subject to the Ralph M. Brown Act when they meet the criteria set forth in state law.
Ordinance 1466 repeals and replaces Section 182 to clearly distinguish between standing committees and ad-hoc committees and to establish clear rules governing the formation, duration, and operation of each.
Planning Commission
Ordinance 1466 expressly provides that the Planning Commission is not subject to the provisions of Sections 181 and 182, as the Planning Commission is established and governed separately under the Administrative Code and applicable state law.
ENVIRONMENTAL REVIEW
The action proposed in this item is administrative in nature and does not constitute a project under the California Environmental Quality Act (CEQA).
