CITY OF MARYSVILLE
CDBG Public Outreach Meeting
February 19, 2026 - 5:30 PM
McKenney Intermediate School
City Manager Jim Schaad opened the meeting and talked about the Purpose of the Meeting This public hearing is being conducted in accordance with the City of Marysville’s adopted Citizen Participation Plan and the public participation requirements of 24 CFR §570.486.

We’re here for community input, this is a competitive program for disadvantaged communities, and we want your input on what projects should be done.

Public Works Director Jeramy Chapdelaine talked about the purpose of the meeting:

The meeting’s primary objectives are to:
• Gather input from the community as part of the application process • Review of eligible activities
• Focus on street projects
He also provided an overview of the CDBG program
Brad Hudson asked if we meet the criteria – Jeramy answered Yes Bruce Buttacavoli asked if all the areas being discussed met criteria – Jeramy answered Yes At least 70% of awarded funds must benefit low- and moderate-income people.

Funding is competitive statewide and subject to federal and state requirements.

City Engineer John Mallen talked about previous projects and projects that are the focus for this round
The City of Marysville has previously utilized CDBG funding for:
• First phase has additional funding for additional streets because other projects came in under budget.
• Street and roadway rehabilitation
• Infrastructure improvements
• Community development projects benefiting LMI neighborhoods At this time, no final project has been selected.

Based on LMI eligibility data, two potential areas have been identified:
• Recommended Area #1 – Northeast Marysville (Approximately 67% LMI) • Alternate Area #2 Downtown Area (Approximately 63–64% LMI) • Both areas exceed the federal eligibility threshold.

Citizen question – Will the City be making the roundabouts more permanent.

Jim Schaad answered Yes and there will be a focus on speed bumps for traffic calming, but CDBG doesn’t cover these items, but the City will be looking for other resources.

Citizen question – Is this only to fix roads.

Yes and only in the areas identified eligible.

Citizen question – Is the City getting a grant for Ellis Lake Yes through Yuba Water Agency
Citizen question – is anything going to be done with the boat dock City is looking into other grants for that project.

Chris Branscum talked about Measure G and what it is being used for. Jim added 20% of the streets have been paved int the last 5 years in the City. Brad Hudson asked how much it cost to pave those streets and Jim replied $20 million for 20%. Chris talked about SACOG as a resource.

Citizen commented that Marysville is getting slammed with traffic and ruining the roads.

Citizen question – What is being done about Mount Marysville Jim said it will cost about $3.5 million to clean up and that the late Congressman LaMalfa recommended an earmark that went through the US Congress and since his passing has passed and it’s been signed by the President. It is valued at $3.5 million and hoping to have the site cleared in the next year.

Citizen question – Can the CDBG grant be used to Downtown storefront facades? Jim said would have to look into it, can certainly ask our consultant if there are funds that could be used for a project like that. We did do a grant program with the Measure C money.

Jeramy wrapped the meeting up the meeting explaining that sometimes projects will displace people, but the City doesn’t anticipate that the City does not anticipate any displacement associated with street rehabilitation activities.

If displacement were to occur under any future CDBG-funded activity, the City would comply with all applicable federal and state relocation requirements, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act and California relocation law.

Also, the City of Marysville does not discriminate on the basis of race, color, national origin, religion, sex, sexual orientation, gender identity, age, familial status, or disability in the administration of its programs.

Persons requiring special accommodations, translation services, or disability-related assistance should contact the City at least 72 hours prior to meetings.
• Staff will compile and review public input.
• City Council will select a final project and authorize the application. • The application will be submitted to the State of California.

And if there are any other comments or questions please make sure you submit to either me or the City Clerk.

Jim asked if Council had any additional comments:

Brad Hudson thanked everyone for coming your participation is paramount in this entire process.

Citizen question – What about the kids, what is the City doing for the kids? Community Development Director Dan Flores talked about the passing of the General Plan and that it allows the City to do more now. Youth is a focus of the Council. Also, working with YCOE and MJUSD to develop a Parks and Rec Department so the City can offer more things for kids. Even had a discussion with someone about a row team using Ellis Lake.

Bruce Buttacavoli explained why some things can’t be done at the river, but the City is working to improve Riverfront Park for more activity.

Citizen comment – Simpson lane is not very well lit.

Jim responded that is maintained by the County
Citizen question – Why isn’t the amphitheater used more and why is it closed? Jim responded the City has to keep it closed to prevent vandalism. Looking to secure a watchman to prevent criminal activity.

Bruce mentioned in the past the sewer pond was the problem but now that it’s not there would like to see it used more. Right now it’s used by the Rodeo and a few other events each year.

Mayor mentioned Bryant Field and what a great venue it is for concerts.

Jim closed the meeting asking everyone to make sure they signed in and thanked everyone for coming.
