Subject: Scope of Work for Professional Consulting Services Marysville Ring Levee Accreditation and Certification Program City of Marysville, California
Dear Mr. Schaad:

This scope of work has been prepared to provide the cost for efforts associated with MBK Engineers’ (MBK) role in the Marysville Ring Levee Accreditation and Certification Program to ensure compliance with Federal and State requirements for project levees that provide flood protection for the City of Marysville (City). The scope of work, as described in this letter, shall provide Program Management, Hydraulic Modeling Support, and Civil Engineering Consultation to support Federal Emergency Management Agency (FEMA) certification requirements, as per Title 44 of the Code of Federal Regulations, Section 65.10 (44 CFR 65.10), to meet the 100-year base flood elevation; and the Urban Levee Design Criteria (ULDC) requirements, as per the 2007 California Senate Bill 5 (SB 5), to meet the 200-year Urban Level of Flood Protection for the Marysville Ring Levee.

This proposal contains a detailed scope of work and budget for MBK Engineers to provide services beginning in fiscal year 2026 and continuing through fiscal year 2027. An estimated fee for each of the recommended certification support consultants (HDR and MHM) is provided herein; however, each consultant shall provide a separate proposal with a detailed scope and fee summary and will enter contracts directly with the City. As a reference, the proposals are included in Appendix A.

In summary, the total estimated cost for the Marysville Ring Levee Accreditation and Certification effort for FEMA and ULDC is $923,713. A detailed cost breakdown is provided in Table 4, and Tables 5A and 5B.

Marysville Ring Levee Certification Page 2

BACKGROUND
The City of Marysville is protected by the Marysville Ring Levee that is currently undergoing review, design, and construction by the U.S. Army Corps of Engineers (USACE). The Marysville Ring Levee Project is expected to provide at least a 200-year level of flood protection to the City upon its completion, at which time the City of Marysville intends to make a finding for the Urban Level of Flood Protection (ULOP) based on meeting the State of California’s Urban Levee Design Criteria (ULDC) standards. Most of the construction for the 200-year level of flood protection has been completed through design contracts led by USACE (Figure 1) while there are ongoing efforts that are necessary to complete the remaining improvements in reducing flood risk to the City of Marysville. The improvements have been or shall be completed to address underseepage, slope stability, freeboard, erosion, and other deficiencies to meet both FEMA and ULDC criteria. FEMA certification requires an Engineering certification that the project was designed and constructed to meet the 100-year base flood standards set forth in 44 CFR 65.10. The current condition of the Marysville Ring Levee is expected to meet FEMA criteria to secure levee accreditation that the levees will provide protection up to the 100-year base flood.

Figure 1. Marysville Ring Levee Map
Both FEMA and ULDC certification efforts require engineering evaluation and preparation of due diligence documentation to demonstrate that all applicable Federal and State criteria, respectively, are met for the Marysville Ring Levee. To achieve accreditation from FEMA, the levee system must meet the National Flood Insurance Program (NFIP) requirements (provided in Mr. Jim Schaad August 26, 2025
Marysville Ring Levee Certification Page 3
44 CFR 65.10) for the 100-year base flood elevation. The certification for ULDC is for the 200- year design water surface elevation (DWSE). Each of these certification efforts include the need to meet various design criteria by demonstration of applicable evaluation, design, and construction. The design criteria are shown in Table 1, Table 2, and Table 3.

CONSULTANT TEAM AND APPROACH
MBK recommends the Consultant Team, listed below, for the FEMA/ULDC certification effort, which includes professional consulting firms with extensive knowledge and experience in the evaluation, design, and construction of the Marysville Ring Levee. MBK believes this team has the unique expertise to provide the required certification documentation.

MBK understands that USACE and Caltrans will not provide certification (FEMA or ULDC) for their design reaches.

The recommended Consultant Team has been assembled based on their collective knowledge and experience to certify the Marysville Ring Levee. The recommended Consultant Team and their responsibilities to provide FEMA/ULDC certification for the Marysville Ring Levee are as follows:
• MBK Engineers – Program Management, Hydraulic & Hydrologic modeling, certification of items outlined Tables 1 through 3, and preparation of the Engineer’s Report and supporting package. Evaluation and documentation related to topics including FEMA (b)(1) freeboard; and ULDC 7.1, 7.2, 7.6, and 7.19. • MHM – Evaluation and documentation related to topics including FEMA (b)(2) Closures, FEMA (b)(6) Interior Drainage; (c) Operations Plans and Criteria; and (d) Maintenance Plans and Criteria; and ULDC 7.11, 7.12, 7.13 (civil), 7.14 (civil), 7.15,

7.16, 7.18. and 7.20. Additionally, MHM will provide surveying services and obtain the necessary parcel and easement data to support ULDC 7.11 right-of-way evaluations.

HDR – Evaluation and documentation of geotechnical related topics including FEMA (b)(3) Embankment Protection; (b)(4) Embankment Foundation Stability and (b)(5) Settlement; and ULDC 7.3, 7.4, 7.5, 7.8, 7.9, and 7.10, in addition to ULDC 7.7 Seismic Vulnerability and Post Earthquake Remediation Plan, if necessary, and geotechnical input to 7.13, 7.14.

MBK ENGINEERS SCOPE OF WORK
Task 1: Program Management
MBK Engineers shall provide Program Management duties associated with supervising the Consultant Team in preparing the documentation required to meet the FEMA and ULDC certification processes. MBK will coordinate with the City of Marysville to track budget and schedule. The program is anticipated to be completed in approximately 2 years to complete the FEMA Letter of Map Revision (LOMR) submittal and 4 years to complete the ULDC Engineer’s Report to support ULOP. Documentation packages shall be prepared separately for FEMA and ULDC submittals as the required documentation becomes available, and as ongoing construction activities are completed. The schedule is discussed below.

Task 1 includes coordination with the City of Marysville, leading regularly scheduled team calls, preparation of meeting minutes, sharing agenda items, tracking milestones with other team Mr. Jim Schaad August 26, 2025
Marysville Ring Levee Certification Page 5
members responsible for their respective certification tasks, and reviewing the draft and final deliverables of the certification team.

MBK will coordinate the review process with an Independent Panel of Experts (IPE) as required for ULDC, and to be selected by the City of Marysville. Coordination includes assisting the City of Marysville with: (1) preparing the IPE’s role and responsibilities; (2) selection of each IPE member; (3) preparing scopes of work for each IPE; and (4) coordination with IPE to distribute work products, briefing meetings, and comment/response closeout. It should be noted that cost for the IPE panel is not included in this scope of work and each IPE member shall be contracted directly with the City of Marysville.

Task 2: FEMA and ULDC Certification Support
MBK Engineers shall provide Civil Engineering consultation services required to provide professional review and opinions related to the listed certification categories shown in Table 1 and Table 2:

Part 1: FEMA Evaluation
As defined in 44 CFR 65.10(a), “For purposes of the NFIP, FEMA will only recognize in its flood hazard and risk mapping effort those levee systems that meet, and continue to meet, minimum design, operation, and maintenance standards that are consistent with the level of protection sought through the comprehensive flood plain management criteria established by §

60.3, Flood plain management for flood-prone areas.” On behalf of the City of Marysville, MBK and the Certification Team will prepare, review, and certify all documentation necessary to demonstrate that the MRL meets the requirements to provide protection from the 100-year base flood and establish appropriate risk zone determinations for NFIP maps. MBK shall coordinate these efforts with the City’s floodplain manager who shall be designated as the LOMR applicant and point of contact with FEMA during the LOMR review process.

1. Review and Collection of Existing Documentation (Same as ULDC)

2. Prepare FEMA H&H
The FEMA evaluation for H&H consists of reviewing existing FEMA BFE hydrology and hydraulic submittals currently under review by FEMA for the Feather and Yuba Rivers. as well as subsequent analysis by others, to verify the calculations and to make a finding that the information contained in the reports meets the standard of care for FEMA certification. The effective hydraulics model will be requested from FEMA and shall be compared with current modeling efforts to ensure any changes to the base flood are evaluated. All other evaluations required to meet FEMA criteria shall use the revised base flood elevations to support their findings. As scoped, this task assumes that MBK Engineers is stamping the H&H for the package.

Mr. Jim Schaad August 26, 2025
Marysville Ring Levee Certification Page 6
The Interior Drainage tasks shall be completed, documented, and certified by MHM; MBK Engineers shall review all pertinent documentation.

The FEMA evaluation for H&H consists of:
• Reviewing existing hydrology and hydraulic models that have been submitted to FEMA and pending approval. MBK shall rely on previous modelling efforts for adjacent communities (i.e., Feather River for Sutter County, Yuba River for Yuba County) to compute the base flood elevations along the MRL. Hence, the effective hydraulics model for the study areas associated with the MRL will not be requested from FEMA. • Verifying base flood elevations and associated modelling already presented to FEMA to ensure assumptions, hydrology, and geometry reflect current conditions. • Establish tie-in locations between updated models and effective base flood elevations (i.e., within 0.5 vertical feet).
• Optional task: If required by FEMA, MBK will prepare a hydraulic model and provide base flood elevation results to reflect a theoretical condition of removing the levee segment upstream of MRL.
• All other evaluations required to meet FEMA criteria listed in 44 CFR 65.10 shall use the revised base flood elevations to support their findings. • The Interior Drainage tasks shall be completed, documented, and certified by others; MBK Engineers shall review all pertinent documentation.

3. Prepare LOMR Application Package
MBK will prepare the following documents, maps, and forms required to complete the LOMR application package:
• Project Narrative
• MT-2 application forms
• Certified work maps
• Annotated FIRMs
• 44 CFR 65.10 evaluation report to demonstrate the following FEMA design criteria are met based on documentation prepared by Certification Team:
o Freeboard per 65.10(b)(1)
o Closures per 65.10(b)(2)
o Embankment Protection per 65.10(b)(3)
o Embankment Foundation and Stability per 65.10(b)(4)
Mr. Jim Schaad August 26, 2025
Marysville Ring Levee Certification Page 7
o Settlement per 65.10(b)(5)
o Interior Drainage per 65.10(b)(6)
o Other Design Criteria upon request by FEMA per 65.10(b)(7) o Plans for Maintenance and Operations
• Public and property owner notifications
• Emergency Preparedness Plan

4. Coordination with FEMA
MBK shall assist the City in providing responses to questions and comments from FEMA upon their initial review of the LOMR application and subsequent reviews until the LOMR is approved. FEMA’s review process is iterative and may include multiple reviews and updates to submittals.

Part 2: ULDC Evaluation

7.1 and 7.19: Design Water Surface Elevation and Effects of Sea Level Rise – This task includes hydrologic and hydraulic modeling support for the ULDC Certification of the Marysville Ring Levee. A 200-year design water surface elevation (DWSE) will be prepared using hydrology provided by others and updating the hydraulic model to reflect current conditions for the levee system and adjustment in accordance with ULDC. Hydrology developed by USACE will be utilized for 200-year inflows for rivers, creeks, and tributaries.

Deliverables shall include:
• Computed WSE including ULDC DWSE, Hydraulic Top of Levee (HTOL), and Minimum Top of Levee (MTOL).
• Technical Memorandum providing a Draft and Revised Draft. • Comment response table for IPE review.

7.2 and 7.17: Minimum Top of Levee – Using MTOL, based on the DWSE computed per ULDC 7.1, the minimum freeboard of 3 feet, and any freeboard impacts due to wind and wave analysis under ULDC 7.17, a comparison will be made between the top of levee elevation of the levee and the computed MTOL. A memorandum will be prepared to demonstrate that the levee system meets MTOL. This task assumes the use of current top-of-levee elevations.

Deliverables shall include:
• Technical memorandum combined with ULDC 7.1 and 7.19. • Comment response table for IPE review.

Mr. Jim Schaad August 26, 2025
Marysville Ring Levee Certification Page 8

7.6: Levee Loading – DWR’s Urban Levee Evaluation (ULE) report indicates that the Marysville Ring Levee is infrequently loaded due to its location relative to the tidally influenced waterways. Therefore, MBK proposes to rely on the ULE report to conclude that the levees meet ULDC 7.6. However, because the ULE report fails to provide or reference the evaluation or analysis to support the conclusion that the levee is not a frequently loaded levee, the IPE may require a loading analysis be performed. In that case, data from stage gages along the Feather and Yuba rivers will be compiled to assess frequency of water against the system levees. Elevations and flow data may be transferred to the project site using hydraulic model simulations.

Deliverables shall include:
• Technical memorandum or standalone text in each levee system’s Engineer’s Report. • Comment response table, if technical memorandum is developed, for IPE review.

Task 3: Reporting
MBK Engineers will prepare two drafts (administrative and draft) and final Engineer's Reports that will support the FEMA and ULDC certification efforts. The Engineer’s Reports, separately prepared for FEMA and ULDC, are summaries of the substantial evidence record required to certify for FEMA and ULDC. Preparation of the Engineer’s Reports shall require input and review by the Consultant Team. MBK shall prepare the FEMA and ULDC certifications for each criterion which will be stamped by the appropriate California registered professional engineer.

Thomas Engler of MBK Engineers shall be the Engineer on record to certify the Engineer’s Report based on the compiled FEMA and ULDC certifications. The IPE shall review the Engineer’s Reports and certifications and provide comments. MBK shall manage the Consultant Team’s responses to IPE’s comments and modify the FEMA and ULDC Engineer’s Reports as appropriate.

The FEMA and ULDC reporting efforts are summarized as follows:
• Preparation of the FEMA Certification Report: This is a high-level report to summarize each due diligence report that specifically meets all of the FEMA criteria under 44 CFR

65.10. Each due diligence report and other supporting documentation will be included as appendices to the report. The certification report will include individual engineers’ opinions that will be stamped by the applicable team members for each specific FEMA criteria, and the report package will be stamped by the certifying engineer. • Preparation of the Emergency Preparedness Plan: Upon evaluation of the City’s existing emergency operation plans, FEMA requires an emergency preparedness plan to include the areas impacted by the levee system and procedures for emergency operations and public evacuation that shall meet the requirements of 44 CFR 65.10(c)(3). • Preparation of LOMR application submittals to FEMA. This is a digital submittal to FEMA and requires a fee payment of $9,000 for processing. The submittal includes all supporting documentation to demonstrate the levee systems meets 44 CFR 65.10, hydrologic and hydraulic models to support the revised base flood elevation, annotated Mr. Jim Schaad August 26, 2025
Marysville Ring Levee Certification Page 9
FIRM maps, certified working maps with updated terrain and survey data, as-built drawings, O&M manuals and supplemental documentation, MT-2 application forms, project narrative, and property owner notifications.
• Preparation of a due diligence report that supports MBK’s certification categories for ULDC.
• Preparation of the Urban Level of Flood Protection Engineer’s Report to meet ULDC requirements.
• Coordination with the design team to review and revise the due diligence reports and engineer’s summary reports.
• All deliverables include a draft report, revised draft, submittal to IPE, response to IPE comments, and a final report.

LIMITATIONS
The costs shown above are a best estimate given the information, schedule, and available data for a 2-year program. Changes to the schedule, completion of current USACE and local construction tasks and documentation, and other unforeseen items may require a modification to the program schedule and fee.

The level of effort in this scope is based on what needs to be done to submit the FEMA and ULDC certification packages. It is common for FEMA to have comments regarding submittals, and it remains uncertain how ULDC certification will be reviewed and approved by the State.

Comments from Federal and/or State agencies may require revisions to the package. Given the uncertainty over that level of effort, we have not budgeted for a round of revisions. We propose that the scope be amended, if necessary, based on the level of revisions needed to meet compliance.

Please contact Tom Engler or Rebecca Money at (916) 456-4400 if additional information or clarification is requested.

Sincerely,

MBK ENGINEERS

INTRODUCTION
The City of Marysville (City) is located 40 miles north of Sacramento, California, at the confluence of the Yuba and Feather Rivers. Being located between these two rivers has meant that flooding has long been a major concern, with the Yuba Basin experiencing seven major flood events since 1940.

Large flood events occurred in 1986 and 1997 that caused an estimated $95 million and $83 million in damage, respectively. To meet flood protection standards set by California’s Urban Levee Criteria Program (ULDC) and Federal Emergency Management Agency (FEMA) flood insurance standards, the U.S. Army Corps of Engineers (USACE) designed and constructed improvements to the 7.6 mile Marysville Ring Levee System beginning with Phase1 (Reaches 1 and 3) in 2014 and completed in 2024 with Reach 3, Highway 70 gap (https://www.spk.usace.army.mil/Missions/CivilWorks/Marysville-Ring-Levee/), and Reach 3, Phase 2B, currently reaching completion. Also, Caltrans has constructed a levee (referenced as the Finger Levee) along Highway 70. A list of the individual construction phases is as follows:
• Highway 70 Caltrans – New Levee with a Cut-off-Wall
• Phase 1 – Open Trench Soil Bentonite Cut-off-Wall
• Phase 2A North – Open Trench Soil Bentonite Cut-off-Wall • Phase 2A South – Deep Soil Mixing Soil Bentonite Cut-off-Wall • Phase 2B – Open Trench Soil Bentonite Cut-off-Wall
• Phase 2C – Deep Soil Mixing Soil Bentonite Cut-off-Wall • Phase 3 – Deep Soil Mixing and Open Trench Soil Bentonite Cut-off-Wall • Phase 4A – Seepage Berm
The City seeks to obtain levee certification approval from the State of California, and from FEMA, that the Ring Levee System meets the ULDC and FEMA, 100- and 200-year flood event criteria. As a subconsultant on the MBK Engineers team, HDR has been asked to provide a review of the geotechnical engineering design and construction to support certification efforts. Below is HDR’s scope of work to review the geotechnical engineering design and construction records as compared to the design water surface elevations for the 100- and 200-year flood events.

SCOPE OF WORK
HDR’s scope of work in support of Marysville Ring Levee Certification will include the review of the USACE engineering design and construction documentation from a geotechnical engineering standpoint to determine that the records support FEMA definition of certification criteria. HDR is familiar with the Ring Levee System and has been previously involved in portions of USACE’s Phase 2 geotechnical engineering efforts and have provided a review of the overall geotechnical engineering documentation to assess potential gaps in information and assessments in the USACE past efforts. For this scope of work, HDR will be reviewing geotechnical engineering that has been performed by USACE, or its consultants, with the specific goal of providing an Engineer’s Opinion of certifications that the Ring System meets ULDC and FEMA flood criteria. Should HDR find during its review efforts that gaps in information, or that the construction efforts are different than was Scope and Fee Estimate for Engineering Services

Assumptions:
• All meetings will be virtual.

Deliverables:
• Meeting notes (as applicable).

Task 2 Background Review and Analysis

2.1 Review of Existing Information
The Ring Levee Project has been conducted in phases and has involved the USACE, Caltrans and engineering consultants. With the exception of the Caltrans Finger Levee and the Highway 70 Gap, the USACE performed the geotechnical engineering in support of the mitigation designs and construction efforts. The Caltrans Finger Levee was designed by the team of Wood Rodgers (Civil Design) and Kleinfelder (Geotechnical). Similarly, Blackburn Consulting, Inc. (BCI), as a teaming partner with MGE Engineering, performed geotechnical engineering for the gap within the levee system identified along Phase 2C.

As part of this scope of work, HDR will assess the completeness of the previously prepared analyses, designs, inspection reports, and as-built records for the City’s ring levee system. The intent of this review is to evaluate what information is available to support the FEMA and ULDC determination. The anticipated documentation is to include the following:
• Previously prepared geotechnical reports and as-built documents. • Locations and extents of previous levee repairs, including: extents of cut-off-walls, berms, and relief wells (As-Built Records).

• Past levee inspection and performance records.
• Periodic inspection reports.
• Updated information provided by MBK including the final 100- and 200-year water surface, analysis and design documents, models, plans, specifications, geospatial files, and other material relevant to any levee system modifications designed by Wood Rodgers and/or MBK.

Assumptions:
• HDR will coordinate with MBK and the City to obtain project as-built drawings/records and relevant geotechnical and geological documents, including design and analysis documents for HDRs review.
• Documents will be provided within 2 weeks of notice to proceed.

Deliverables:
• A summary of missing information, if warranted.

2.2 Site Reconnaissance
After completing and initial review of available documents, HDR will perform a series of site visits to observe the current post-construction conditions of the Ring Levee System. This will include an evaluation of the completeness of the documentation reviewed and observations of conditions that may differ from the documentation provided.

Assumptions:
• Given that the levee system has a perimeter length of 7.6 miles and multiple crossings, HDR assumes that a single site visit will be completed. Site visit will be timed and scheduled depending on the review of the existing documents.
• HDR will coordinate with MBK and the City to obtain required access to the levee system.

The City will provide all necessary keys and authorization for site access.

Deliverables:
• A summary of key observations in a brief memorandum format.

2.3 Review of Water Surface Information
MBK will provide water surface elevations associated with these flood events along the Marysville Ring levee alignment. HDR will review the various water surface elevations for 100- and 200-year flood events and compare these values to those used in the geotechnical analyses. These water surface elevations will specifically be used in HDR’s review of the geotechnical seepage and slope stability analyses performed by the USACE team.

Assumptions:
• MBK will provide the 100- and 200-year flood elevations in an excel formatted table that will be associated with the levees project stationing used by the USACE.

Deliverables:
• None

2.4 Design Criteria Review
Utilizing the results from the first three tasks, HDR will rely on its review of the water surface elevations and as-built drawings, along with site visits to the City’s Ring Levee, to confirm the current reported conditions. These reviews will form the basis of HDR’s review and consideration of the geotechnical engineering performed to support the USACE construction efforts. HDR’s approach will be that if the as-built conditions are reflective of the geotechnical engineering recommendations, and those recommendations are consistent with the ULDC and FEMA design criteria, then the levee system meets the intended level of protection for 100- and 200-year flood events. More specifically, HDR will review the following geotechnical topics:

ULDC Section 7 (May 2012)
• Soil Sampling, Testing, and Logging (ULDC Section 7.3) • Slope Stability (ULDC Section 7.4)
• Underseepage (ULDC Section 7.5)
• Seismic Vulnerability (ULDC Section 7.7)
• Levee Geometry (ULDC Section 7.8)
• Interfaces and Transitions (ULDC Section 7.9)
• Erosion (ULDC Section 7.10)
• Penetrations (ULDC Section 7.13) review will be led by MHM Engineering (HDR to coordinate)

FEMA in general accordance with 44 CFR 65.10
• Embankment Protection
• Embankment and Foundation Stability Awareness, and
• Settlement Analyses
HDR was not the Engineer of Record during design or construction and for certification will not become the Engineer of Record. For certification compliance HDR will review the documents produced by the USACE and Caltrans engineering teams to make an assessment. More specifically, HDR will review what was designed for comparison to what was constructed.

USACE documents include the following:
• Geotechnical Basis of Design Reports (GBODR) for each project phase, • Field reports,
• Summary of laboratory testing performed during construction, • Field testing results, and
• Final geotechnical construction reports (USACE ER 1110-1-1901) for each phase.

In keeping with the project phasing, HDR will provide a summary technical memorandum (TM) presenting a review of the listed documents for each phase. The summary will include a level of understanding of the completeness of the data, identified information gaps, and provide recommendations to mitigate, if necessary, the identified gaps. This may include additional analyses at selected cross sections.

Assumptions:
• HDR assumes that the design engineers performed a Seismic Vulnerability Study in accordance with ULDC Section 7.7. HDR’s task is to review those efforts and confirm that the studies were performed for a system-wide assessment in accordance with the ULDC section.
• Caltrans final as-built reports will be provided to HDR by November 2025. HDR understands that these documents are in production as of the date of this scope and fee development. • MBK will provide the final as-built documents, including topographical maps, plans, specifications, and geotechnical reports.
• While there is review effort overlap between the supporting data for ULDC and FEMA accreditation, HDR assumes that the accreditation submittals will be on two different schedules. Therefore, HDR has assumed a level of effort associated with each accreditation as reflected in the fee estimate below.
• HDR assumes that the local and national levee safety program(s) have accepted the construction efforts for this project in full. This indicates that the USACE has confidence that the geotechnical efforts have met the minimum ULDC and FEMA requirements for levee safety at 100- and 200-year flood events.

Deliverables:
• Summary TM of findings and noted information gaps.

2.4.1 Information Gap Closure
HDR previously performed a data gap study for the City between 2019 and 2025. That effort was focused on the project GBODRs. During that effort two areas were identified as having gaps and were addressed. This scope of work will continue that effort by confirming that the recommendations presented in the GBODR were implemented through construction completion, as described in Section 2.4. In the event that HDR’s review determines that information gaps or construction defects may have occurred, HDR will recommend to the City and the team that additional steps be performed to assess the conformance with ULDC and FEMA criteria. Steps by the team will likely include additional seepage and slope stability calculations and modeling.

The results and conclusions of these efforts will be presented in a TM to the City. As this effort will be defined by the results of the initial tasks, this task will be scoped in an addendum for the City and MBK to consider.

Assumptions:
• The issues will be regulated to minor construction defects such as lack of or low field density test results, slightly over steepened slope grades, etc. • No further field testing or operations will be required, or if required it will be addressed by amendment to the scope of work and fee.

Deliverables:
• None

2.4.2 Coordination with MHM Engineering for Penetrations HDR will coordinate with MHM Engineering and MBK, and other team members as needed, to discuss levee penetrations and the impacts to the levee structures per ULDC Section 7.13. HDR will review the penetrations identified by MHM Engineering as to the geotechnical impacts, including seepage and stability associated with those penetrations. The following coordination meetings are assumed:
• Kickoff meeting – One 1-hour virtual meeting to be attended by HDR’s PM to develop the Task understanding.
• Task meetings – Up to two 1-hour meetings per month for three months to be attended by HDR’s PM and one technical staff to discuss project status updates.

Assumptions:
• All meetings will be virtual.

Deliverables:
