Item #03
Date: March 3, 2026
To: Mayor and City Council
From: Vance Nabeta, Chief of Police
Subject: Approval of Resolution 2026-XX Accepting the MWG Holdings Group Inc. Grant Funding for One Full-Time Police Officer for a Three-Year Term
Recommendation:
It is recommended that the City Council 1) Adopt Resolution 2026-XX authorizing the City Manager, or designee, to accept $414,000 in grant funding from MWG Holdings Group Inc. to fund one full-time police officer position and associated program costs for a three-year period; and 2) Authorize the Finance Director to make the necessary supplemental revenue and expenditure appropriations for the remaining three months of the fiscal year to recognize the initial portion of grant funds and allocate expenditures to the appropriate salary, benefit, vehicle, equipment, and training accounts.
Rationale for Recommendation:
Acceptance of this grant funding will allow the Police Department to hire one full-time, specially designated Illegal Marijuana Enforcement Officer for a three-year term. The position will focus on disrupting illegal marijuana operations, investigating unlawful cultivation and distribution activities, and promoting compliance with state and local regulations. The program will also support lawful, licensed dispensary operations within the City through education, outreach, and enforcement efforts.
Background:
Over the last several years, the Marysville Police Department (MPD) has been able to conduct only limited proactive investigations related to illegal marijuana sales and cultivation due to competing priorities and staffing resource constraints.
The proposed program will allow MPD to dedicate focused resources to investigating illegal operations, increasing community awareness regarding marijuana-related regulations, and ensuring compliance with applicable state and local laws governing licensed dispensaries.
Discussion & Analysis
MWG Holdings Group Inc. is offering a three-year grant in the total amount of $414,000. The funding will be used to support salary and benefits for one full-time officer, as well as associated program costs including an unmarked police vehicle, equipment, and training.
Item #03
The program will emphasize targeted enforcement of illegal marijuana operations, community education regarding marijuana-related issues, and compliance monitoring of licensed dispensaries operating within the City’s jurisdiction.
By dedicating a specifically assigned officer to this effort, the Department will be able to more proactively address illegal activity while maintaining balance with existing public safety responsibilities.
Fiscal Impact:
There is no negative fiscal impact to the City’s General Fund. Approval of this resolution will authorize acceptance of $414,000 in grant funding over a three-year period. These funds will augment the General Fund by fully funding one full-time police officer position, including salary and benefits, as well as an unmarked police vehicle, equipment, and training costs associated with the assignment.
For the current fiscal year, Council action will include a supplemental revenue and expenditure appropriation for the remaining three months of the fiscal year. Future fiscal year appropriations will be incorporated through the annual budget process for the remainder of the grant term.
The position is grant-funded and limited to the three-year funding period. Continuation of the position beyond the grant term would require separate Council action and identification of ongoing funding. If grant funding is not renewed and alternative funding is not identified, the position may be eliminated at the conclusion of the grant period.
Alignment with City Council Goal(s):
Goal #4 Enhance Public Safety.
