Item #05
Date: March 3, 2026
To: Mayor and City Council
From: Jim Schaad, City Manager
Subject: Approval of a Professional Services Agreement with Peterson Consulting Advantage for On-Call Grant Development and Strategic Consulting Services and Appropriation of Funds Recommendation:

Pass a Motion to 1) Approve a one-year Professional Services Agreement with Peterson Consulting Advantage for on-call grant development and strategic consulting services; 2) Authorize the City Manager to execute the Agreement in an amount not to exceed $25,000; and 3) Approve the appropriation of funds in the amount of $25,000 in the applicable fund(s) to support this Agreement.

Rationale for Recommendation:

The City has ongoing needs related to grant research, grant writing, capital improvement planning, interagency coordination, and administration of awarded grants. The City anticipates focusing on transportation, infrastructure, and parks-related funding opportunities, many of which are competitive, technical, and time-sensitive.

Engaging Peterson Consulting Advantage on an on-call, task-order basis will augment existing staff capacity and improve the City’s ability to successfully compete for and administer State and Federal grant funding. Services will be utilized strictly on an as-needed basis and only through written Task Orders approved by the City.

Background:

The City regularly relies upon State and Federal funding programs to advance infrastructure, transportation, and park improvement projects. Recent and upcoming funding cycles require detailed narratives, benefit-cost documentation, environmental considerations, and interagency coordination.

Peterson Consulting Advantage, through Daniel Peterson, has successfully prepared and secured grant funding for public agencies within the Yuba-Sutter region, including State and Federal infrastructure and transportation-related programs. His experience includes grant research, application preparation, interagency coordination, and administration of awarded funds.

The proposed Agreement establishes an on-call professional services framework under which services are authorized only through written Task Orders, each with a defined scope and not-to-exceed cost. This ensures fiscal control, defined deliverables, and City oversight.

Item #05
Discussion & Analysis
The proposed Agreement:
• Is structured consistent with previously approved on-call professional services agreements; • Requires written Task Orders for all services;
• Limits total compensation to $25,000;
• Includes standard indemnification, insurance, audit, and ownership provisions; • Does not obligate the City to issue any minimum amount of work.

It is anticipated that initial efforts will focus primarily on transportation, infrastructure rehabilitation, and parks improvement grant programs.

The on-call structure allows the City to pursue funding opportunities as they arise without delay and without committing to fixed ongoing costs.

Fiscal Analysis:

The total compensation under the Agreement shall not exceed $25,000. Funds will be appropriated in the applicable fund(s) supporting transportation, infrastructure, or parks-related grant development efforts.

No services will be performed beyond authorized Task Orders or budgeted authority.

Legal Review
The Professional Services Agreement has been reviewed and approved as to form by the City Attorney.

Alignment with City Council Goal(s):

Approval of the Agreement supports Goal #3 – Improve Infrastructure, Goal #4 – Enhance Public Safety, Goal #5 – Support Parks & Recreation, and Goal #6 – Strengthen Institutional Capacity.
