RESOLUTION NO. 2026-XX

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARYSVILLE

REJECTING ALL RESPONSES RECEIVED TO THE REQUEST FOR

QUALIFICATIONS (RFQ) FOR THE RECONNECTING COMMUNITIES &

NEIGHBORHOODS (RCN) PLANNING GRANT STUDY AND AUTHORIZING

RE-ISSUANCE OF THE RFQ
WHEREAS, the City of Marysville was awarded a $500,000 federal planning grant under the U.S. Department of Transportation’s Reconnecting Communities & Neighborhoods (RCN) Program, with funding administered through the Sacramento Area Council of Governments (SACOG), to conduct a planning study focused on transportation and infrastructure barriers and community reconnection strategies; and WHEREAS, the City issued a Request for Qualifications (RFQ) for professional consulting services in accordance with the City’s procurement policy and applicable SACOG and federal procurement requirements; and
WHEREAS, only one Statement of Qualifications (SOQ) was received in response to the RFQ; and
WHEREAS, federal procurement standards applicable to the RCN Program, including 2 CFR §200.319–320, emphasize the importance of full and open competition and the ability to demonstrate cost reasonableness and best value; and WHEREAS, the City Council finds that receipt of a single response does not provide sufficient competition to adequately evaluate best value for this federally funded planning effort; and
WHEREAS, the City’s procurement policy expressly reserves the right to reject any and all proposals when such action is determined to be in the best interest of the City; and
WHEREAS, the City Council finds that rejecting all responses and re-issuing the RFQ with expanded advertising and outreach will strengthen competition, improve defensibility, and better ensure compliance with SACOG and federal requirements.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Marysville as follows:

1. The City Council hereby rejects all responses received to the Request for Qualifications for the Reconnecting Communities & Neighborhoods (RCN) Planning Grant Study.

2. The City Council authorizes staff to re-issue the RFQ with expanded advertising and outreach consistent with the City’s procurement policy and applicable SACOG and federal procurement requirements.

3. The City Manager, or designee, is authorized to take all related administrative actions necessary to implement this Resolution.
