From: Jeramy Chapdelaine, Public Works Director/Chief Building Official Date: March 9, 2026
Subject: Emergency Sanitary Sewer Main Repair Authorization Location: Oak Street Sewer Main (between 4th Street and 5th Street) Purpose
The purpose of this memorandum is to document emergency conditions affecting a sanitary sewer main on Oak Street (between 4th Street and 5th Street) and to justify immediate repair work necessary to restore reliable sewer service and prevent further infrastructure failure.

Background
Public Works staff recently identified a structural failure in a sanitary sewer lateral connection, including a hole in the pipe that is allowing infiltration and debris intrusion into the system. The affected sewer main consists of segmented concrete pipe sections susceptible to joint separation, root intrusion, and structural degradation.

Field observations indicate the damaged section presents an immediate risk of blockage or sanitary sewer overflow if corrective action is not taken promptly.

Proposed Emergency Repair Scope
Item 1 - Lateral Repair
Repair the damaged sewer lateral containing a structural hole contributing to system infiltration.

Estimated Cost: $3,500 (anticipated cost recovery from responsible property owner) Item 3 - Pipe Burst Replacement (Manhole to Manhole)
Pipe burst and replace approximately 130 linear feet of 8‑inch sanitary sewer main from manhole to manhole using HDPE pipe.

Estimated Cost: $205,200 (verbal estimate pending written proposal) Emergency Procurement Justification
Immediate and urgent action is warranted due to active structural failure within the sewer system and the potential for sanitary sewer overflow, environmental contamination, and disruption of service to nearby properties.

Under Marysville Municipal Code Chapter 2.76 governing public project procurement, emergency work necessary to protect public health, safety, and municipal infrastructure may be performed

without formal competitive bidding when immediate action is required. The conditions described above constitute an emergency affecting critical utility infrastructure and justify proceeding with the recommended repairs.

Fiscal Impact
Estimated costs for the recommended work are as follows:
• Lateral Repair: $3,500 (anticipated reimbursement from property owner) • Sewer Main Replacement (Manhole to Manhole – Approx. 400 feet): $205,200 (verbal estimate)
Total Estimated Project Cost: $208,700
Funding will be allocated from the Sewer Project Funds.

Recommendation
Authorize Public Works to proceed with Items 1 and 3 of the contractor proposal to repair the failed lateral and replace the sewer main segment between manholes.

Council Ratification
For transparency and procurement compliance, staff will return to the City Council at the next regularly scheduled meeting to report the emergency work performed and request formal ratification of the emergency procurement action consistent with the requirements of Marysville Municipal Code § 2.76.090 Emergency purchases.

Respectfully,
Jeramy Chapdelaine
