Item #04
Date: April 21, 2026
To: Mayor and City Council
From: Vance Nabeta, Chief of Police
Jim Schaad, City Manager
Subject: Vacancy of Support Services Manager Position and Re-Establishment of Dispatch and Records Supervisor Position
Recommendation:

Acknowledge the vacancy of the Support Services Manager position; Approve the establishment of a Dispatch and Records Supervisor (DRS) position to ensure continued operational effectiveness; and request a budget adjustment of $10,000 from 10-130-5001 to 10-135-5001.

Rationale for Recommendation:

The Support Services Manager position has recently become vacant. This position previously provided oversight of critical administrative and operational functions, including dispatch services, records management, and other support-related activities within the Police Department.

Historically, dispatch operations have been supervised under the broader responsibilities of the Support Services Manager. With the position now vacant, the department has evaluated current operational needs and staffing structure to ensure continuity of service and effective supervision.

Discussion & Analysis:

Dispatch services represent a core public safety function, requiring continuous oversight, quality assurance, and compliance with applicable regulations and standards. The absence of dedicated supervisory oversight has highlighted the need for a focused leadership role within dispatch operations.

The creation of a Dispatch Supervisor position would provide:
• Direct, day-to-day supervision of dispatch personnel; • Improved response coordination and operational efficiency; • Enhanced training, scheduling, and performance management; • Greater accountability and adherence to regulatory and procedural requirements; and • Continuity in leadership within the Support Services Division.

Item #04
Given the increasingly complex demands on dispatch services—including evolving technology, higher call volumes, and compliance standards—a dedicated supervisory position is both appropriate and necessary.

Additionally, restructuring responsibilities by establishing a Dispatch and Records Supervisor allows the City flexibility in evaluating whether to recruit for the Support Services Manager position in its current form or reassess the broader organizational structure moving forward.

Environmental Review:

The action proposed in this item is administrative in nature and does not constitute a project under the California Environmental Quality Act (CEQA).

Fiscal Analysis:

The Dispatch and Records Supervisor position is anticipated to have no net fiscal impact to the Police Department budget. The salary and benefits associated with the proposed Dispatch and Records Supervisor position are lower than those of the currently vacant Support Services Manager position. As a result, the reallocation of existing budgeted funds will be sufficient to support the new position without requiring additional appropriations or increasing overall personnel costs. A budget adjustment of $10,000 from 10-130- 5001 to 10-135-5001 is requested to authorize and provide appropriate funding for the position.

No increase to the Police Department’s budget is requested or required as part of this action.
