Item #08

Date: April 21, 2026
To: Mayor and City Council
From: Jason Zumalt, Public Works Manager
Jeramy Chapdelaine, Public Works Director
Subject: Amendment to Professional Services Agreement with Franklin Miller, Inc. for Wastewater Bypass Channel Grinder - Change Order Increase Recommendation:

Adopt Resolution 2026-XX authorizing the City Manager to approve a change order to the existing Professional Services Agreement with Franklin Miller, Inc. for the wastewater bypass channel grinder, increasing the total project amount by approximately $10,000, for a revised not-toexceed amount of $81,000, and authorizing related administrative actions. Funding is to remain from wastewater enterprise project funds.

Background:

On January 20, 2026, the City Council approved the purchase and installation of a wastewater bypass channel grinder to provide necessary backup screening capability during the removal and replacement of the City’s primary bar screen at the wastewater transfer station.

The approved project amount was based on an estimated total cost of approximately $65,000 to $71,000 for the grinder, mounting system, and associated installation.

As previously discussed, installation of a backup screening system is required prior to removal of the existing bar screen to ensure continued protection of downstream pumps and uninterrupted wastewater operations.

Discussion & Analysis:

Subsequent to Council approval, Franklin Miller, Inc. provided a revised configuration and formal change order totaling $74,571.57.

The increase in cost is primarily attributable to a custom-designed mounting frame system, which provides the following benefits:
• Eliminates the need for Public Works personnel to enter the wastewater channel (confined space)
Item #08
• Allows installation from the top of the concrete deck • Avoids cutting or modifying existing concrete infrastructure • Provides a drop-in cradle system for easier installation and maintenance This revised design significantly improves worker safety and reduces installation complexity as well as risk compared to the originally anticipated approach.

Additionally, the grinder will serve as a permanent backup screening system, a capability the City does not currently have, further protecting critical wastewater infrastructure.

Timely approval of this change order is necessary to ensure procurement and installation of the grinder prior to the scheduled bar screen replacement project, maintaining operational continuity.

Environmental Impact:

This action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Existing Facilities), as it involves minor modification of existing public utility infrastructure with no expansion of capacity or change in use.

Legal Review:

The City Attorney’s Office has reviewed and approved the proposed amendment as to form.

Alignment with City Council Goal(s):

Approval of this action aligns with City Council Goal #3: Improve Infrastructure.

Fiscal Analysis:

The change order increases the project cost by approximately $10,000, resulting in a revised total project cost of approximately $81,000.

The project will continue to be funded through the Sewer Enterprise Project Fund, which is from the Series 2021 Sewer Revenue Refunding Bonds. There will be no impact on the operating budget for the Wastewater Fund (50).
