Item #07
Date: April 21, 2026
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director
Subject: Authorize the City Manager to Submit an Application for Funding for the Marysville System Preservation Project
Recommendation:
Adopt a Resolution authorizing the City Manager, or his designee, to submit an application for funding for the “Marysville System Preservation Project” to Sacramento Area Council of Governments (SACOG) under the “System Preservation Program.”
Purpose:
Authorize the City Manager to submit an application for funding for the “Marysville System Preservation Project”, which would complete pavement treatments on multiple roads in the City of Marysville.
Background:
SACOG provides Surface Transportation Block Grant (STBG) and Congestion Mitigation and Air Quality (CMAQ) funding across three programs to local government agencies for projects that meet performance outcomes, overall policy, and selection considerations identified by SACOG. These three programs include the Next Generation Solutions & Clean Air Program, the System Performance Program, and the System Preservation Program. The System Preservation Program addresses the need for road preventative maintenance and the preservation of existing infrastructure by providing funding for eligible projects.
Analysis:
Staff requests that the City Council formally authorize the City Manager to submit an application for funding to SACOG for the proposed Marysville System Preservation Project. This project will provide pavement treatments on the following roads:
Item #07
Roads Treatment
D Street from 1st to 3rd Street Overlay
D Street from 3rd to 6th Street Type II Slurry Seal
D Street from 6th to 9th Street Overlay
Yuba Street from 6th to 7th Street Overlay
Yuba Street from 7th to 10th Street Type II Slurry Seal Covillaud Street from 17th to the north end Type II Slurry Seal 3 rd Street B Street to J Street Type II Slurry Seal
14th Street from B Street to F Street Type II Slurry Seal The project will also include replacing the existing centerline striping, crosswalk markings, and pavement markings for parking with high-visibility thermoplastic striping.
Application of surface treatments on these roads at this point in the pavement’s service life will extend the pavement life on these roads. This would avoid the need for more expensive treatment options, such as thick overlays or full-depth reclamation, should maintenance be delayed.
Environmental Review:
Submission of an application for funding for the Marysville System Preservation Project does not constitute a “project” under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378, as it is an administrative activity that will not result in a direct or reasonably foreseeable indirect physical change in the environment.
If funding is awarded, the proposed project will be subject to CEQA review prior to approval and implementation. Any required environmental analysis and documentation will be completed in compliance with CEQA and applicable guidelines.
Legal Review:
The City Attorney’s office has reviewed and approved as to form.
Fiscal Analysis:
There is no fiscal impact associated with submission of an application for grant funding. Should a grant be awarded, the City would be required to provide an 11.47% local match for the overall project cost.
The City’s project obligation will be addressed in a subsequent report if the grant is awarded.
