Marysville Investigations Modernization Program
Preliminary Budget Narrative
Overview
This budget supports a data-driven violent crime reduction initiative designed to enhance investigative effectiveness in a rural jurisdiction with limited resources. Funding will strengthen investigative capacity, improve officer safety, expand situational awareness through community camera technology, and deploy digital forensic tools to support modern criminal investigations.

Personnel costs are strategically prorated to maximize program impact while maintaining the total project budget within the allowable federal funding threshold.

Personnel
Funding supports one sworn Police Officer and one non-sworn Administrative Analyst using a percentage of salary and benefits distributed evenly over a three-year grant period. Personnel allocations are designed to provide sustained investigative support while remaining fiscally sustainable and within the total program budget.

Police Officer (Sworn):

Funding supports approximately 38.5% FTE of one sworn investigative position with a fully burdened annual salary and benefits cost of $157,000 per year. Grant funding will support approximately $181,566 over three years, or $60,522 annually, to enhance violent crime investigations, evidence coordination, field intelligence, and technology-enabled case development.

Administrative Analyst (Non-Sworn):

Funding supports approximately 38.5% FTE of one Administrative Analyst position with a fully burdened annual salary and benefits cost of $80,000 per year. Grant funding will support approximately $92,434 over three years, or $30,811 annually, to assist with crime analysis, records coordination, digital evidence management, investigative support, grant reporting, and data-driven intelligence functions.

Total Personnel: $274,000
Personnel costs are evenly distributed over the three-year grant period. The City of Marysville will assume ongoing personnel costs after the grant period to sustain operational capacity and program outcomes.

Equipment and Technology
Rapid Radio Communication Devices:

Funding supports the purchase of six rapid radio communication devices totaling $1,000. These devices will improve officer communication capabilities, emergency coordination, and operational safety during investigations and field operations.

Community Camera Systems:

Funding supports five community camera systems at $6,000 per camera annually for a total of $30,000 per year over three years. Total cost equals $90,000. These systems will improve situational awareness, investigative leads, evidence collection, and public safety through enhanced monitoring of crime-prone areas.

Digital Forensics Software:

Funding supports advanced digital forensics software at $10,000 annually over a three-year period for a total of $30,000. This technology will enhance investigative capabilities by supporting digital evidence extraction, analysis, and case development related to mobile devices and electronic evidence.
