Item #07
Date: June 2, 2026
To: Mayor and City Council
From: Vance Nabeta, Chief of Police
Subject: Authorize the City Manager to Submit an Application for Funding the Marysille Investigations Modernization Program
Recommendation:
Adopt Resolution No. 2026-XX authorizing the City Manager or his designee, to submit an application for funding for the “Marysville Investigations Modernization Program” to the Bureau of Justice Assistance under the FY25 Rural Law Enforcement Violence Reduction Initiative Grant Program.
Rationale for Recommendation:
Authorize the City Manager to submit an application for funding for the “Marysville Investigations Modernization Program”, which would enhance existing investigative resources and provide additional resources for investigative operations.
Background:
Marysville continues to experience violent crime levels that are disproportionately high for a rural community of approximately 13,000 residents. Crime analysis included in the draft proposal indicates the City experiences violent crime rates significantly above state and national averages, including elevated rates of aggravated assault, firearm-related violence, armed robbery, and homicide. Residents face approximately a one-in-135 chance of becoming the victim of a violent crime. The Department continues to encounter repeat violent offenders, gang or group-related criminal activity, narcotics-related violence, and offenders operating across jurisdictional boundaries within Yuba and Sutter counties.
This federal grant program is administered through the U.S. Department of Justice Office of Justice Programs and is intended to support rural law enforcement agencies implementing data-driven strategies to reduce violent crime through investigative modernization, technology deployment, intelligence sharing, and operational enhancements. The grant program is competitive and provides awards of up to $400,000 over a 36-month performance period. There is no local match requirement.
Discussion & Analysis:
Staff requests that the City Council formally authorize the City Manager to submit an application for funding the Marysville Investigations Modernization Program. The proposed application would request approximately $395,000 to support modernization of the Department’s violent crime investigative capabilities. The proposal is intended to address ongoing challenges involving violent crime, repeat offenders, firearm-related incidents, narcotics-related violent crime, and increasingly complex investigations occurring within Marysville and the surrounding Yuba-Sutter region. The proposal is intended to address these operational challenges through targeted staffing support, intelligence-led policing strategies, investigative technology enhancements, and proactive field operations focused on violent crime reduction in impacted neighborhoods.
Alignment with City Council Goal(s):
This Agenda Item aligns with multiple City Council Goals, including the Land Use and Community Development goal for enhanced quality of life, unique identity, and sense of community. The potential funding from this opportunity would have a dramatic impact on our community’s quality of life by addressing the prevalence of violent crime in the City of Marysville. Based on FBI statistics, Marysville residents and visitors have a 1/36 chance of being a victim of property or violent crime. Increased investigative capacity through specialized technologies and dedicated staffing will provide the tools combat instances of violent crime in the City of Marysville. These safety resources would also provide the foundation to create a stronger sense of community through partnerships with businesses and community members to establish a community-based infrastructure of public safety throughout the City.
Environmental Review:
The action proposed in this item is administrative in nature and does not constitute a project under the California Environmental Quality Act (CEQA).
Legal Review:
This Agenda Item does not require legal review.
Fiscal Impact:
There is no fiscal impact associated with submission of an application for grant funding. The City’s project obligation will be addressed in a subsequent report if the grant is awarded.
