Item #05
Date: July 7, 2026
To: Mayor and City Council
From: Anissa Leung, Finance Director
Jim Schaad, City Manager
Subject: One-Year Contract with Alliant Networking Services Recommendation:
Pass a Motion authorizing the City Manager, or designee, to execute a one-year agreement to award an Information Technology (IT), Cybersecurity, and Virtual CIO services contract to Alliant Networking Services, not to exceed $19,897 per month.
Rationale for Recommendation:
The City entered into an initial agreement with Alliant Networking Services on September 1, 2015, to provide IT services, up to and including, managing IT services, servers, computer workstations, email administration, computer network security, backup policies, and provide public safety with 24-hour, 7 day a week, 365 days a year support. Since 2015, Alliant Networking Services has supported the City regarding all technology upgrades, software acquisitions, and transitions to better platforms for cybersecurity purposes.
Discussion & Analysis:
The initial contract had not been increased from 2015 to 2023 but was renewed in FY 2023-24 with no increase in effect until FY 2024-25 at $7,200 per month. All subscriptions and licenses were billed separately. For FY 2025-26, the contract agreement dictated no increase.
For FY 2024-25 and FY 2025-26, the monthly maintenance fee as well as all firewall, software, and Microsoft subscriptions per user amounted to an all-in cost of $13,796 per month.
FY 2026-27, the pricing structure for Alliant Networking Services has changed from separating passthrough expenses to billing the City a flat monthly rate. The new rate for FY 2027 is $19,897 per month.
It is inclusive of the maintenance agreement at $9,600 per month, $1,188 for backup appliances, and $9,109 of additional software licenses, subscriptions, firewalls, support for the Police Department’s CLETS connection, and compliance documentation city-wide.
The services provided have drastically increased since the initial contract award in 2015. Alliant is now responsible for Third-Party System Management in which the vendor monitors and updates hardware Item #05
as well as software across the City’s environment that was not supplied by them. Acquisition of software (iWorQ, Tyler Technologies, etc.) drives the cost of the management agreement up as cybersecurity is contingent on modernization of systems and processes.
