Item 06
04 Date: July 7, 2026
To: Mayor and City Council
From: Dan Flores, Assistant City
Manager/Community and Economic
Development Director
Jim Schaad, City Manager
Subject: Contract Amendment with Management Advisory Services (MAS) Recommendation:

Pass a motion authorizing the City Manager, or designee, to execute an Amendment to add an additional $160,000 to the existing Agreement with MAS to continue planning services on projects assigned by the City.

Rationale for Recommendation:

The City entered into an agreement with MAS to provide on-call planning services following the expiration of the prior contract in June 2021. Through evaluation with the Community Development Director and Finance Director, it has been determined that an extension is necessary to ensure continuity of services and completion of active projects.

The existing agreement for professional services is set to expire on June 30, 2026. This amendment extends the agreement through June 30, 2027, and adds $160,000 in funding to support ongoing projects.

Discussion & Analysis:

The City originally entered into a consultant services agreement with MAS on July 1, 2021, to provide on-call planning services during the vacancy of the Community Development Director position. The agreement has since been amended four times to provide additional funding and extend services as needed. This will be the fifth amendment to the agreement.

MAS provides critical on-call planning services, including environmental and historical analysis, grant proposal preparation assistance, and development project reviews. Under Amendment, MAS will continue to provide these services utilizing subconsultants Mike Luken and Kathy Pease. The consultant hourly rate under this amendment will be $200 per hour.

Alignment with City Council Goal(s):

This contract amendment is consistent with City Goal #2: Expand Economic Development Opportunities and its objectives.

Item 06
04 Fiscal Analysis:

The additional $160,000will be expended from the General Fund Community Development Department account 10-150-5165 through the annual budget process. This amount has already been budgeted in the 2026–27 fiscal year budget.
