Item #09

Date: July 7, 2026
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director/Chief Building Official Subject: Adoption of Resolution Approving the Yuba-Sutter Regional Safety Action Plan (RSAP)
Recommendation:

Adopt Resolution No. 2026-XX approving and adopting the Yuba-Sutter Regional Safety Action Plan (RSAP) for the City of Marysville.

Objective:

The objective of this agenda item is to formally adopt the Yuba-Sutter Regional Safety Action Plan (RSAP) through resolution, as required by the grant that funded the development of the RSAP and position the City to pursue future transportation safety projects and grant funding opportunities identified within the Plan.

Background:

On February 3, 2026, the City Council received a presentation from Adrian Engel of Fehr & Peers regarding the Yuba-Sutter Regional Safety Action Plan (RSAP) and discussed the Plan's findings, recommendations, and implementation opportunities. The RSAP was developed through a collaborative regional effort involving Yuba County, Sutter County, and the cities of Marysville, Yuba City, Live Oak, and Wheatland. The Plan establishes a regional vision to eliminate traffic fatalities and serious injuries and identifies priority safety corridors and transportation safety improvements throughout the region.

At the conclusion of the February 3, 2026 meeting, the City Council provided direction to move forward with adoption of the RSAP. Since that meeting, no substantial changes have been made to the Plan. The document presented for adoption is the same Regional Safety Action Plan previously reviewed by the City Council.

The RSAP has also been considered by the other participating jurisdictions. The Yuba City City Council adopted the Plan on January 20, 2026, the Yuba County Board of Supervisors adopted the Plan on January 27, 2026, the Live Oak City Council adopted the Plan on February 4, 2026, and the Wheatland City Council adopted the Plan on February 10, 2026. Sutter County has not yet taken action on the Plan. Adoption of the RSAP by the City of Marysville continues the regional Item #09
effort to establish a coordinated transportation safety strategy and positions the City to compete for future state and federal transportation safety grant opportunities.

Discussion & Analysis:

The RSAP provides a data-driven framework for identifying transportation safety issues and prioritizing future improvements. For Marysville, the Plan identified 295 injury crashes and 39 crashes involving fatalities or serious injuries during the study period and established priority safety corridors throughout the city.

Adoption of the Plan does not obligate the City to construct any specific project or commit funding. Rather, adoption provides a policy framework that may be used to support future grant applications, safety studies, and transportation improvement projects. The Plan also positions the City to remain competitive for federal and state transportation safety funding programs.

Because the Council has already reviewed the Plan and directed staff to proceed with adoption, this item is primarily procedural in nature and is intended to formalize Council's previous action through adoption of the attached resolution.

Following adoption of the resolution, staff will utilize the RSAP as a planning and grant-support document when pursuing transportation safety improvements and external funding opportunities.

Environmental Impact:

Adoption of the RSAP is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3) and 15378, as the action constitutes a planning and policy document and does not commit the City to any specific construction project.

Legal Review:

The City Attorney has reviewed and approved the resolution as to form.

Alignment with City Council Goal(s):

This item aligns with City Council Goal #4: Enhance Public Safety.

Fiscal Analysis:

There is no direct fiscal impact to receive and file the RSAP presentation. However, adoption and implementation of recommended projects will position the City of Marysville to compete for future SS4A, HSIP, ATP, and other federal and state safety grant funding, potentially leveraging outside resources for roadway safety improvements.
