Item #03
Date: July 14, 2026
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director
Subject: Authorize the City Manager to Submit an Application for Funding under the SACOG System Performance Program
Recommendation:
Adopt Resolution 2026-XX authorizing the City Manager, or his designee, to submit an application for funding for the “14th Street Bike/Ped Project” to SACOG under the “System Performance Program.” Purpose:
Authorize the City Manager to submit an application for funding for the 14th Street Bike/Ped project that would repair or replace damaged sidewalk sections, install a new sidewalk along the south side of Market Square Playground, provide a Type II Slurry Seal to extend pavement life, replace all road striping and crosswalks with high-visibility thermoplastic, add new “Stop” bars and bike lane legends, add a raised crosswalk and a Rectangular Rapid Flashing Beacon on C Street at the intersection with 14th Street.
Background:
SACOG administers Surface Transportation Block Grant (STBG) and Congestion Mitigation and Air Quality (CMAQ) funds across three programs to local government agencies to projects that meet performance outcomes, overall policy, and selection considerations identified by SACOG. These three programs include the Next Generation Solutions & Clean Air Program, the System Performance Program, and the System Preservation Program. The System Performance Program is designed to improve performance, safety, reliability, and efficiency of the existing regional transportation network. The program supports a wide range of investments in roadways, transit, and multimodal infrastructure that address operational deficiencies, congestion, goods movement, and safety needs.
Analysis:
Staff requests that the City Council formally authorize the City Manager to submit an application for funding to SACOG for a project that will support active transportation and provide pavement treatments on 14th Street between B Street and Lemon Street. The project will include a Type II Slurry Seal for the entire project length. The project will also include replacing the existing centerline striping, crosswalk Item #03
markings, and pavement markings with high-visibility thermoplastic striping, plus add a raised crosswalk and a Rectangular Rapid Flashing Beacon on C Street at the intersection with 14th Street.
Application of the Type II Slurry Seal on 14th Street at this stage in the pavement service life will extend the pavement life. This would avoid the need for more expensive treatment options, such as thick overlays or full-depth reclamation, should maintenance be delayed.
Environmental Review:
Submission of an application for funding for the 14th Street Bike/Ped Project does not constitute a “project” under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378, as it is an administrative activity that will not result in a direct or reasonably foreseeable indirect physical change in the environment.
If funding is awarded, the proposed project will be subject to CEQA review prior to approval and implementation. Any required environmental analysis and documentation will be completed in compliance with CEQA and applicable guidelines.
Legal Review:
The City Attorney’s office has reviewed and approved as to form.
Fiscal Analysis:
Total Project Cost: $534,000
Grant Request: $472,000
Local Cost Share: $ 62,000
There is no fiscal impact associated with submission of an application for grant funding. Should a grant be awarded, the City would be required to provide a minimum 11.47% local match for the overall project cost and the City would not be obligated to expend general fund dollars until FY 2027-28.
