2. COMMUNITY / ORGANIZATIONAL NEED
Marysville faces a well-documented and persistent violent crime crisis that demands targeted investment. Key indicators include:
• Violent Crime Rate: According to FBI Uniform Crime Reporting (UCR) data for 2024, Marysville recorded a violent crime rate of approximately 1,296 incidents per 100,000 residents — ranking 8th highest among all California cities with a population of 10,000 or more. This rate is more than 2.5 times the California statewide average. More than 87% of California communities have a lower violent crime rate than Marysville.
• National Standing: Marysville's violent crime rate places it in the top 13% of the most dangerous communities in the United States across all population sizes. • Outdated Technology Infrastructure: MPD currently operates a legacy Computer Aided Dispatch (CAD) and Records Management System (RMS) that functions as an isolated, closed data environment. Officers responding to domestic violence, sexual assault, and stalking calls frequently lack access to prior incident histories, active protection orders, or offender supervision status in real time. This information gap directly compromises victim safety and offender accountability.
• No Dedicated DV/SA Investigative Capacity: MPD currently has no detective position dedicated exclusively to domestic violence, dating violence, sexual assault, and stalking cases.

These sensitive, complex offenses are handled by general detectives with broad caseloads, limiting investigative depth, victim follow-up, dual-arrest review, and multi-agency coordination. • Fragmented Partner Communication: Critical criminal justice partners — including Yuba County Probation, the Sheriff's Office, the District Attorney's Office, Yuba Superior Court, and victim service providers — operate in separate data systems with no real-time integration, creating gaps that allow high-risk offenders to move between agencies undetected. • Underserved Community Demographics: Marysville's population is majority-minority, with a significant Latino/Hispanic community and residents with limited English proficiency who face compounded barriers to accessing law enforcement and victim services. These populations are disproportionately affected by domestic and sexual violence and historically underserved by the criminal justice system.

3. PROPOSED PROJECT SUMMARY
The Marysville Integrated Justice Response Initiative (MIJRI) is a two-component initiative requesting $595,500 in federal funding over 36 months, including $300,000 through the ICJR Policing and Prosecution Initiative. No local match is required.

dating violence prevention education in partnership with MJUSD and the Yuba County Office of Education.

Component 2 — CAD/RMS System ($395,500): Grant funds will support acquisition, installation, configuration, integration, and training on a modern CAD/RMS platform. The new system will establish real-time, bi-directional data sharing with Yuba County Probation, the Sheriff's Office, the DA's Office, Yuba Superior Court, the California Restraining and Protective Order System (CARPOS), the California Law Enforcement Telecommunications System (CLETS), and the National Crime Information Center (NCIC). The system will enable officers to access complete case histories, protection orders, and offender supervision status at the time of response.

5. ANTICIPATED OUTCOMES / PERFORMANCE MEASUREMENT
OVW will measure project success through semi-annual performance reports submitted by MPD. Key performance indicators include:
• Technology: CAD/RMS system operational by month 12; minimum 7 partner agencies with active real-time data connections by month 18; same-day case file availability for high-risk incidents.
• Investigations: Detective position filled and operational by month 3; domestic violence and sexual assault case clearance rates at or above the statewide average; 90% of identified victims receive victim services referral within 48 hours.
• Lethality & High-Risk: Lethality assessments administered for all high-risk cases; high-risk cases flagged for priority prosecution; dual-arrest reviews documented for all applicable incidents.
• Education: Minimum 8 school-based dating violence prevention presentations per year; measurable student reach tracked annually.

Baseline data for all metrics will be established in project months 1–3 using existing MPD records and partner agency data. All data will be reported to OVW using the VAWA Measuring Effectiveness Initiative reporting framework.

6. ALIGNMENT WITH DEPARTMENT & CITY GOALS
• Department Strategic Priorities: The MIJRI directly advances MPD's core mission of protecting community safety and holding offenders accountable, with specific alignment to the Department's priorities of improving response to violent crime, strengthening community partnerships, and modernizing information systems.
• City Council Priorities: The project supports public safety and community wellbeing as core City Council priorities, with particular relevance to investments in technology infrastructure, protection of vulnerable populations, and support for underserved communities. • City Strategic Goals: The MIJRI advances the City's broader goals of fiscal responsibility (leveraging federal dollars for infrastructure that would otherwise require General Fund MEMORANDUM | Grant Application Authorization Request | Marysville Police Department City of Marysville | Page 5
investment), community health and safety, and equity in public services for Marysville's diverse residents.
• State and Federal Alignment: The project aligns with California DOJ's emphasis on evidencebased responses to domestic and sexual violence and with the U.S. DOJ's ICJR Program goal of improving offender accountability and victim safety as serious violations of criminal law.

7. LONG-TERM CONSIDERATIONS
Staff discloses the following ongoing obligations and sustainability considerations for City Manager review:
• Personnel Sustainability: The dedicated detective position is fully grant-funded for 36 months.

If the City wishes to retain the position after grant expiration, it would need to be incorporated into the General Fund budget or funded through a subsequent grant application. MPD will evaluate the position's impact throughout the grant period and bring a staffing recommendation to the City Manager prior to grant expiration.
• CAD/RMS Ongoing Costs: The CAD/RMS platform will require an ongoing annual maintenance and support subscription estimated at approximately $20,000 per year following the grant period. This cost will need to be absorbed into MPD's operating budget or offset through technology savings from retiring the legacy system (including reduced vendor support costs for aging infrastructure).
• Hardware Refresh: Hardware procured under this grant (servers, workstations, dispatch terminals) will have a useful life of approximately 5–7 years. A future hardware refresh cycle should be incorporated into the City's capital planning. • Operational Efficiencies: The new CAD/RMS system is expected to generate operational efficiencies by reducing duplicative data entry, eliminating manual information-sharing processes, and decreasing response time for high-priority incidents. These efficiencies may partially offset ongoing costs.
• Leveraged Federal Investment: The $695,500 federal award leverages zero local dollars while delivering infrastructure improvements (CAD/RMS integration and a specialist detective) that would cost the City substantially more if funded through the General Fund alone.
