Item #06
Date: July 21, 2026
To: Mayor and City Council
From: Vance Nabeta, Chief of Police
Subject: Authorize the City Manager to Submit an Application for Funding the “Marysville Integrated Justice Response Initiative
Recommendation:

Adopt a Resolution authorizing the City Manager or his designee, to submit an application for funding for the “Marysville Integrated Justice Response Initiative” to the Bureau of Justice Assistance under the FY26 Department of Justice Office on Violence Against Women Grant to Improve the Criminal Justice Response to Domestic Violence , Dating Violence, Sexual assault, and Stalking Program (ICJR) Grant.

Rationale for Recommendation:

Authorize the City Manager to submit an application for funding for the “Marysville Integrated Justice Response Initiative” which would enhance existing investigative resources and provide additional resources for investigative operations.

Background:

Marysville continues to experience violent crime levels that are disproportionately high for a rural community of approximately 13,000 residents. Crime analysis included in the draft proposal indicates the City experiences violent crime rates significantly above state and national averages, including elevated rates of aggravated assault, firearm-related violence, armed robbery, and homicide. Residents face approximately a one-in-135 chance of becoming the victim of a violent crime. The Department continues to encounter repeat violent offenders, gang or group-related criminal activity, narcotics-related violence, and offenders operating across jurisdictional boundaries within Yuba and Sutter counties.

This federal grant program is administered through the U.S. Department of Justice Office on Violence Against Women and is intended to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. The grant program is competitive and provides awards of up to $600,000 over a 36-month performance period.

There is no local match requirement.

Discussion & Analysis:

Staff requests that the City Council formally authorize the City Manager to submit an application for funding the “Marysville Integrated Justice Response Initiative”. The total requested amount is $695,500 for the
Item #06
project that will modernize the Department’s investigative and case management capabilities through the implementation of a new Computer-Aided Dispatch (CAD) and Records Management System (RMS).

The new platform will provide direct information-sharing capabilities among the Marysville Police Department, Yuba County Probation Department, Yuba County District Attorney’s Office, Yuba County Superior Court, regional law enforcement agencies, state and federal criminal justice partners, victim service organizations, and other authorized stakeholders. The system will improve the tracking of domestic violence, dating violence, sexual assault, and stalking cases; enhance protection order enforcement; support offender accountability; reduce duplication of effort; and strengthen victimcentered responses through coordinated case management.

The project will also establish a dedicated Detective position focused exclusively on the investigation of domestic violence, dating violence, sexual assault, and stalking cases. Through the FY 2026 ICJR Policing and Prosecution Initiative, the Department will seek the additional $300,000 to support this position. The Detective will lead investigations, coordinate with prosecutors and probation officers, participate in multidisciplinary case reviews, assist in preventing dual arrests through evidence-based investigative practices, and support victim safety through close collaboration with community-based service providers.

Additionally, the Detective will work with the Yuba County Office of Education and Marysville Joint Unified School District to provide age-appropriate education and prevention programs addressing dating violence, healthy relationships, stalking awareness, and available victim resources for youth.
