RESOLUTION NO. 2026-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MARYSVILLE, STATE OF CALIFORNIA, APPROVING PROGRAM
SUPPLEMENT NO. F010 REV. 1 AND AWARDING CONTRACT NO.
25-06 FOR THE D STREET WALKABILITY PROJECT, FEDERAL AID PROJECT NO. STPL-5009(033)
At a meeting of the City Council of the City of Marysville, State of California held on the 18th day of August, 2026.
WHEREAS, the City of Marysville is implementing the D Street Walkability Project along the Historic Downtown Marysville D Street corridor between Third and Fourth Streets; and WHEREAS, the project has been approved for $250,000 in federal funding under Federal Aid Project No. STPL-5009(033); and
WHEREAS, on May 28, 2026, the California Department of Transportation issued Program Supplement No. F010 Rev. 1 to the Administering Agency-State Agreement for Federal Aid Projects, identifying an estimated project cost of $349,925, consisting of $250,000 in federal funds and $99,925 in local matching funds; and
WHEREAS, Program Supplement No. F010 Rev. 1 incorporates the terms and conditions of the City's existing Administering Agency-State Agreement for Federal Aid Projects and establishes requirements for administration of the federal funding; and WHEREAS, the City of Marysville Public Works Department publicly advertised a Notice to Bidders on June 24, 2026, for construction of the D Street Walkability Project based on the improvement plans and construction documents prepared by MHM Inc.; and WHEREAS, the City received four bids for the project on July 16, 2026, from Hyatt Contracting Inc., Shane Brown Electric, Pacific Excavation, and Mattingly Construction; and WHEREAS, Hyatt Contracting Inc. submitted the lowest responsive bid in the amount of $299,865.00 for construction of the improvements identified in the project plans and contract documents, as modified by Addendum No. 1 dated July 13, 2026; and WHEREAS, City staff has reviewed the bid and recommends awarding Contract No. 25-06 to Hyatt Contracting Inc. in the amount of $299,865.00.
WHEREAS, the current total project cost is $384,504.18, consisting of $250,000.00 in federal funding, a $50,000.00 Blue Zones contribution, and $84,504.18 in City funding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Marysville as follows:
1. Program Supplement No. F010 Rev. 1 to the Administering Agency-State Agreement for Federal Aid Projects for the D Street Walkability Project, Federal Aid Project No. STPL5009(033), is hereby approved.
2. The City Manager is authorized to execute Program Supplement No. F010 Rev. 1 and any related documents necessary to administer the federal funding.
3. Contract No. 25-06 for the D Street Walkability Project is awarded to Hyatt Contracting Inc. in the amount of $299,865.00.
4. The City Manager is authorized to execute the construction contract and any related documents necessary to complete the project, subject to clarifying and conforming changes approved by the City Attorney.
5. The City Manager is authorized to approve contract change orders within the authorized contingency, subject to applicable City purchasing requirements.
6. A total project authorization of $384,504.18 is hereby approved.
7. The Finance Director is authorized to make the necessary budget adjustments and supplemental appropriations for the project.
