Date: August 18, 2026

From: Jeramy Chapdelaine, Public Works Director
John Mallen, Consulting City Engineer
Subject: D Street Walkability Project Award, Contract 25-06 Federal Project No. STPL-5009(033) Recommendation:
Pass a Resolution to: 1) Approve Program Supplement No. F010 Rev. 1 to the Administering Agency-State Agreement for Federal Aid Projects and authorize the City Manager to execute the Program Supplement and related documents; 2) Award Contract No. 25-06, D Street Walkability Project, to Hyatt Contracting Inc. in the amount of $299,865.00 as the lowest responsive and responsible bidder; 3) Approve a 10% construction contingency in the amount of $29,986.50; 4) Authorize the City Manager to execute the construction contract and related documents, subject to approval as to form by the City Attorney; 5) Authorize the City Manager to approve contract change orders within the authorized contingency, subject to applicable City purchasing requirements; and 6) Approve a total project authorization of $384,504.18; and 7) Authorize the Finance Director to make the necessary budget adjustments and supplemental appropriations for the project.
Rationale for Recommendation:
The City received four bids for the D Street Walkability Project. Hyatt Contracting Inc. submitted the lowest responsive bid in the amount of $299,865.00. Approval of Program Supplement No. F010 Rev. 1 and award of the construction contract will allow the City to proceed with construction and administer the $250,000 in federal funding authorized for the project.
Background:
In late 2022, the Sacramento Area Council of Governments (SACOG) released a call for projects under the Community Design Funding Program.
In January 2023, the City submitted an application for $250,000 for the Historic Downtown Marysville Safety and Walkability Enhancement Project. On May 18, 2023, the SACOG Board of Directors selected the City's project for funding.
The project will construct transportation and pedestrian improvements along the D Street corridor between Third and Fourth Streets.
During 2024, the City completed project scoping and conceptual design. Early project development services were provided by 4J Construction Services, including project executive services, pre-construction and design consulting, project coordination, and estimating.
Item #09
During 2025 and early 2026, MHM Inc. completed additional project development activities, including public outreach and scoping, the ADL study required for environmental clearance, design, and preparation of the plans and bid package. The City subsequently obtained the necessary authorization to proceed with construction.
On May 28, 2026, Caltrans issued Program Supplement No. F010 Rev. 1 to the City's existing Administering Agency-State Agreement for Federal Aid Projects. The Program Supplement identifies an estimated project cost of $349,925, consisting of $250,000 in federal funds and $99,925 in local matching funds.
Program Supplement No. F010 Rev. 1 establishes the requirements for administration and reimbursement of the federal funding. The Program Supplement requires the City to advertise, award, and administer the project in accordance with the current Local Assistance Procedures Manual.
Discussion & Analysis:
The City advertised Contract No. 25-06 for the D Street Walkability Project and received four bids on July 16, 2026. Hyatt Contracting Inc. submitted the lowest responsive bid in the amount of $299,865.00.
Staff reviewed the bid and recommends awarding Contract No. 25-06 to Hyatt Contracting Inc. in the amount of $299,865.00.
In addition to the construction contract, staff recommends a 10% construction contingency in the amount of $29,986.50 for unforeseen conditions and changes that may be encountered during construction.
Project costs incurred to date include $4,886.00 for early project development services provided by 4J Construction Services and $41,681.68 under the MHM task order for public outreach and scoping, environmental clearance, design, and preparation of the bid package.
The project programming through Caltrans also includes $8,085.00 in Construction Engineering for construction management and inspection. As a federally funded project, construction administration will include required inspection documentation and Quality Assurance testing.
Based on the construction contract, contingency, previously incurred project development and design costs, and Construction Engineering, the current total project cost is $384,504.18.
The project includes $250,000 in federal funding and an additional $50,000 contribution from Blue Zones.
The remaining $84,504.18 will be funded with available City funds.
Following Council approval and contract award, staff will complete the required Caltrans award documentation and administer the project in accordance with applicable federal-aid requirements.
Program Supplement No. F010 Rev. 1 requires award information to be submitted to the District Local Assistance Engineer within 60 days of contract award and prior to submittal of the City's first construction reimbursement invoice.
Legal Review:
The Attachment 2 provisions and contract have been reviewed by the City Attorney and are based on the City’s contract document template used for other public works projects.
Environmental Review:
The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c), Class 1, Existing Facilities, as the project consists of improvements to existing streets, sidewalks, and pedestrian facilities with negligible or no expansion of existing use. As part of the additional environmental review required by Caltrans for the federally funded project, an Aerially Item #09
Deposited Lead (ADL) study was completed. The study did not identify ADL requiring further action, and the project received the necessary environmental clearance to proceed with construction.
