Background:
On June 10, 2026, the Yuba County Civil Grand Jury issued its Final Report entitled City of Marysville Street Maintenance – "A Bump in the Road." The report contains four findings and four recommendations directed to the Marysville City Council and invites responses from the City Manager.
California Penal Code Sections 933 and 933.05 require the governing body to respond to each finding and recommendation identified in the report and specify the manner in which those responses are to be provided.
Discussion:
Staff have prepared the attached proposed response on behalf of both the City Council and the City Manager in accordance with the requirements of Penal Code Sections 933 and 933.05. The proposed response addresses each finding and recommendation individually and provides the City's position and supporting rationale consistent with the statutory response requirements.
The proposed response also provides additional background regarding the City's longstanding prioritization of infrastructure investment, recent street rehabilitation accomplishments, funding constraints common to California municipalities, and the City's ongoing efforts to secure local, state, and federal funding for transportation infrastructure improvements. These accomplishments and proposed responses are summarized in the attached response document.
The response is due to the court on September 8th, 2026. Following Council approval, the response will be executed by the Mayor and transmitted to the Presiding Judge of the Yuba County Superior Court within the timeframe prescribed by law.
