THE CITY OF MARYSVILLE
MARYSVILLE, CA
ADDENDUM NO. 1
ELLIS LAKE PARK ENHANCEMENT PROJECT
CONTRACT NO. 25-10
The purpose of this Addendum No. 1 is to notify Bidders of clarifications to the Project Plans for the above project. This Addendum shall be attached to and become a part of said Contract Documents. THIS
DATED AND SUBMITTED WITH THE
Bidder Questions / Clarifications:
1. Question: Please provide a proposed project schedule. When does the city expect the project to start? Month/year?
Response: The City anticipates awarding the project at the August 18th meeting, barring any issues with the bids received. It is anticipated that contract work could begin in September. Depending on weather and lead times for the precast concrete components, the Contractor may elect to defer starting work, and working days will not begin until work has started. The project has a required completion date of June 30, 2027, which will override any remaining working days if the start is delayed or weather affects available working days.
2. Question: Are there any City owned areas available for staging on the project? Response: Yes. The City would allow staging at the ends of 11t Street and 12t Street adjacent to the lake, and in the lake parking lot along C Street north of 14h Street.
3. Question: A large portion of the project fronts B Street/SR 70. Special Provisions Section 9.5 addresses City encroachment permits. Please confirm whether a Caltrans encroachment permit is required for work or traffic control within State right-of-way, and if so, whether the Contractor or City will obtain it. Will the Contractor be covered under the City's permit through a rider, or will a separate permit be required?
Response: The Contractor will be required to submit an encroachment permit application for any closure or signage within the Caltrans right-of-way along State Route 70/ B Street. This project is funded by a grant through Caltrans, and an encroachment permit has been anticipated as part of the project; however, the specifics of the encroachment are dependent on the Contractor's method of construction. The Contractor will prepare the application with all required documentation, and it will be processed with the City as the primary permittee and the Contractor as a rider.
CITY OF MARYSVILLE August 4, 2026
ELLIS LAKE PARK ENHANCEMENT PROJECT Addendum No. 1
CONTRACT NO. 25-10 Page 1 of 8
Question: Please provide clarification about lane closure along B street. If lane closure is not available during the day it would significantly affect the project cost.
Response: Any lane closure along State Route 70/ B Street will occur at night.
Question: Please provide clarification about the allowed sidewalk closures for the project.
Response: The City will allow closure of entire sidewalk segments, such as from 10th Street to 14th Street, provided the Contractor is actively and continuously working on the closed segment.
6. Question: Who is performing the Quality Control compaction testing and what are the requirements?
Response: The City will provide QA/QC compaction testing on the aggregate base material for conformance with Section 11.6 of the Special Provisions.
7. Question: Who is providing the staking for construction layout on the project? Response: The City will provide layout staking to the centerline of the alignment with finished grade elevations, and one additional set of layout stakes for each structure foundation. Any additional staking or restaking will be the Contractor's responsibility.
8. Question: Sheet A04 references the precast bridge 'per manufacturer' and 24" × 24" precast pilaster caps VP-PK24CH by Valori Precast, Section 18 lists Perma Trak as the boardwalk basis of design. Please confirm acceptable bridge manufacturers (or approved equals) and that BABA certification per the Special Notice is required with substitution requests for all precast, railing, and play equipment products.
Response: The City based the bridge design on the precast structural components available and the design loading from the PermaTrak precast system. A comparable precast boardwalk/bridge system that meets the loading requirements in Section 18.2 would be considered as an equivalent if submitted. Similarly, the precast pilaster caps are listed by a manufacturer that provided the desired style, but an equivalent product may be submitted. BABA requirements would apply to all steel products, including railings, rebar both onsite and in the precast products, and any other applicable steel items used
9. Question: The contract documents reference cast-in-place concrete for sidewalks, boardwalk foundations, bridge abutments, bridge columns, and miscellaneous concrete work; however, a compressive strength and mix design were not identified. Please clarify the required mix design(s).
Response: Sidewalks, miscellaneous concrete, boardwalk foundations, and bridge abutments shall have a minimum compressive strength of 3,500 psi. The mix design shall have a maximum slump of 5 inches

CONTRACT NO. 25-10 Page 2 of 8
10. Question: Items 1-8 and 2-6 state the precast systems 'include all components, yet separate bid items exist for Boardwalk Railing (1-10), Boardwalk Curb (1-11), and Bridge Railing (2-7).
Please confirm railing and curb are excluded from Items 1-8 and 2-6 and paid only under their respective items.
Response: The precast system components shall consist of everything from the surface of the structure to the connection to the cast-in-place foundation. The railing is a component attached after the precast structure is erected and may be supplied by the same manufacturer or fabricated by others, which is why it is listed as a separate bid item. The curb is an additional manufacturer item and was broken out separately for cost tracking.
11. Question: Please provide details for railing / precast connection on the bridge.
Response: Anchorage and railing baseplate details and requirements are shown on Sheet C05.
12. Question: Sheet C05 notes 14'-0" maximum spacing. Item 1-6 lists 59 EA over approximately 811 LF of boardwalk. Please confirm 59 foundations is the design bent count (including the 28' bridge-crossing spans and approach ends), and that each foundation per Detail A/C06 is paid as one EA under Item 1-6.
Response: The bridge crossing abutments, shown as Detail B on Sheet C06, are included as a separate Item 6 in Bid Schedule 2. Bid Schedule 1, Item 6, is for Detail A on Sheet C06 and includes the 59 locations shown. The final layout or field conditions may adjust the number of locations, which is why they are listed as "each."
13. Question: Sheet A01, Section C-C calls 'ENCASE STORM DRAIN' where the boardwalk crosses the existing storm drain; Section B-B notes 'AVOID STORM DRAIN.' No bid item or detail for encasement is provided. Please provide the encasement detail and confirm the pay item (Item 1-7, Boardwalk Foundation Additional Concrete for Voids, or otherwise).
Response: The only storm drain encasement will occur where the boardwalk foundations cross the existing pipe, and the foundation concrete will serve as the encasement. The note on Detail B-B should read, "EXISTING STORM DRAIN TO BE PROTECTED IN PLACE."
14. Question: As discussed at the preconstruction meeting, will the first segment of concrete from STA roughly 11+00 to 11+50 be removal and replacement or cast over the existing concrete? Response: As shown on Cross Section B-B, that segment will be cast over the existing concrete.
15. Question: Cross sections (X01-X03) show foundation subgrade at or below the lake water level (approx. elev. 53.3). No bid item is provided for dewatering. Please confirm (a) dewatering is incidental to Item 1-6; (b) the permissible discharge method / location for groundwater and lake water encountered in excavations, and any water-quality permit conditions; and (c) whether the City can lower the lake level during foundation construction.
CITY OF MARYSVILLE August 4, 2026
ELLIS LAKE PARK ENHANCEMENT PROJECT Addendum No. 1
CONTRACT NO. 25-10 Page 3 of 8
Response: Correct. The footing excavation will be below the normal lake level. As discussed at the pre-bid meeting, the City may be able to lower the lake level up to 18 inches during excavation; however, groundwater may still be encountered. Dewatering will be incidental to Bid Item 1-6. Groundwater shall be discharged into the nearest manhole for the pipeline along the east edge of the boardwalk and will require a filter bag prior to discharge.
16. Question: Since the work is adjacent to a water body, are there any environmental permits or regulatory requirements that the Contractor will be required to comply with during construction? Please identify the applicable agencies (e.g., CDFW) and clarify whether any project-specific permits will be provided by the Owner or must be obtained by the Contractor.
Response: During preparation of the environmental documentation for this project, no excavation was anticipated inside the existing concrete cobble banks around the perimeter of the lake; therefore, no additional permitting is required from an outside agency. Mitigation measures include a nesting bird survey prior to construction and cultural resources training, both to be performed by the City's consultant. The Contractor will be responsible for filing a Fugitive Dust Control Plan with the Feather River Air Quality Management District (FRAQMD) and following the required Best Management Practices (BMPs).
17. Question: Is there any as-built information for the existing bridge? Response: The bridge was part of the original lake construction, and limited information is available on the existing structure that has been shown.
18. Question: Does the cemented cobble line the entirety of the lake, is there a liner, or is it native soil beyond the cemented cobble visible from surface?
Response: The cemented cobble extends only to the toe of slope. Beyond that, the lake bottom consists of native clay.
19. Question: When demolishing the existing bridge, does the city require contractor to set up bladder dams or means to block off water so as to not contaminate the lake with potential debris?
Response: The existing abutments are to remain in place, and the new structure is longer, with the abutments located higher and behind the existing abutments. This should allow demolition to be limited to the bridge connection, with the structure removed by crane. Damming off the short channel under the bridge is a good additional protection measure but is not required.

CONTRACT NO. 25-10 Page 4 of 8
20. Question: Detail D/C06 shows relocated lights on stone-faced columns with 40"x 40" foundations, with pull boxes and conduit per City Standard 703. Sheet C03 shows existing electrical vaults along the corridor. Please confirm (a) circuit/service ownership (City vs. PG&E) and who intercepts and extends conductors; (b) the stone standard for the column facing (match existing); and (c) that all foundation, column, masonry, and electrical work is paid under Item 1-
3. Response: The circuit along the lake is City-owned and maintained, but it is connected directly to the PG&E system through a breaker panel. Under Bid Item 1-3, the Contractor will be responsible for intercepting the existing conduit at the connection to the existing pole location, routing it to a puil box adjacent to the new pole location, constructing the new light foundation and cobble-faced column, and connecting and installing the light so the light and system are functional. The stone shall match existing conditions. Reuse of stone recovered from the project is allowed if the exposed face is smooth and free of concrete remnants.
21. Question: Please clarify whether the owner, utility owner, or Contractor will be responsible for relocating or abandoning any unidentified or inaccurately located conflicting utilities.
Response: The only utilities to be relocated by the project are the lights and their associated conduit. The storm drain piping system within the work area shall be protected in place, and the irrigation system shall be adjusted as necessary, with mains protected in place. Unidentified abandoned facilities may be encountered; if so, they shall be abandoned in place and removed only in areas of conflict.
22. Question: Sheet C05 shows a 28'-0" Perma Trak bridge crossing elevation with cast-in-place abutments within the boardwalk alignment. Please confirm this crossing is paid under Items 1-6 and 1-8, and whether its abutments differ from Detail AVCO6.
Response: The only bridge crossing constructed with the project is the crossing to Gazebo Island, shown on Sheet A04 and again on Sheet C06. The bridge structure will be paid under Bid Schedule 2, Item 6, and the abutment will be constructed under Detail B on Sheet C06 and paid under Bid Schedule 2, Item 8. The existing bridge along 14th Street at STA 30+20 to 30+26 is being conformed to and will not be modified by this project.
23. Question: The Bid Item List shows Bid Schedule 2, Item 6 at an estimated quantity of 2,800 SF.
Sheet A04 (Gazebo Island — Bridge Layout) shows a single 28-0" clear span × 10'-0" wide precast bridge = approximately 280 SF of bridge deck. Please confirm the correct estimated quantity for Item 2-6.
Response: That is correct. See the attached revised Bid Item List, with Bid Schedule 2, Item 6 corrected to 280 SF.
CITY OF MARYSVILLE August 4, 2026
ELLIS LAKE PARK ENHANCEMENT PROJECT Addendum No. 1
CONTRACT NO. 25-10 Page 5 of 8
24. Question: What is the allowed maximum depth for the precast bridge if an alternate manufacturer is used?
Response: The allowed maximum depth for the bridge structure is 1 foot 10 inches, measured from the deck of the structure to the bottom member.
25. Question: Sheet A04 elevation notes '(E) CONCRETE ABUTMENT TO REMAIN, while Item 2- 8 provides 2 EA cast-in-place abutments and Detail B/C06 details new abutments. Please confirm whether one or both abutments are new construction, and the disposition/connection requirement at any existing abutment to remain.
Response: The existing abutment is to remain in place to maintain the lake bank, and the new abutment is to be constructed behind it for the new, longer structure. The existing abutment may need to be cut down after the structure is removed to provide clearance for the bottom member of the new structure. The new abutment will be cast against the existing abutment. For bidding purposes, assume no modification to the existing abutment other than the clearance needed below the new structure.
26. Question: Sheet C04 requires QSD / QSP monitoring and reporting; no bid item is provided for erosion control. Please confirm how this is paid.
Response: The SWPPP bid item at the bottom of the Bid Item List covers preparation of the Storm Water Pollution Prevention Plan (SWPPP) for the project, installation and maintenance of all required Best Management Practices (BMPs) identified in the SWPPP, and QSD/QSP monitoring and reporting.
27. Question: Item 4-4 is 'Trees 24" Box' (11 EA); the Plant Legend on L2. 1-L2.3 lists (11) Zelkova serrata at 15 GALLON. Please confirm the container size to be furnished.
Response: The 11 Zelkova serrata trees will be furnished as 15-gallon containers. The bid schedule has been updated.
28. Question: Item 4-5 is 'Seeded Turf Event Lawn' (22,000 SF). Specification 32 90 00 requires hydroseeding at 125 lbs./1,000 SF slurry application; the L2.3 legend calls for overseeding an 80/20 rye/fescue mix at '10 LBS./AC.' Please confirm the required method (hydroseed vs. seed vs. overseed) and the correct seed application rate; 10 lbs./ac appears to be a typographical error.
Response: Areas designated as "Turf Restoration" shall be hydroseeded. Areas designated as "Overseed" shall be overseeded at a rate of 10 Ibs. per 1,000 SF. Sheets L2.1 through L2.3 have been updated.

CONTRACT NO. 25-10 Page 6 of 8
29. Question: Please confirm if a 90/10 Fescue/Bluegrass and an 80/20 Rye/Bluegrass blend will be an acceptable substitute for sod mixes.
Response: There is no sod in this project. Both hydroseeding and overseeding shall use the 80/20 Fescue/Rye mix shown on the plans; however, a 90/10 Fescue/Bluegrass mix may be accepted.
30. Question: Planting note 13.2 (L2.0) restricts hydroseeding to September 1 - November 15.
Award plus 125 working days extends beyond this window, with a 90-day establishment period to follow. Please clarity how the seeding window will be administered relative to contract time (e.g., winter suspension, working-day credit, or revised window) Response: Hydroseeding turf is also acceptable from March 1 through May 30, or at any time when temperatures are not expected to reach 85 degrees or higher within the next six weeks. Planting Note 13.2 has been updated
31. Question: Item 4-6 is 'Sod Turf Repair' (8,300 SF); the restoration legend on L2.1/L2.2 states damaged turf 'shall be RESEEDED! Please confirm the limits of sod versus reseed for turf restoration areas and clarify whether the Contractor's responsibility for turf restoration is limited to the quantities included in the bid schedule or whether the contractor is responsible for restoring all turf disturbed during construction. If restoration exceeds the bid quantity due to required excavation, equipment access, or boardwalk installation, please clarify how the additional work will be measured and compensated.
Response: Damaged turf, totaling 20,310 SF as delineated as turf restoration on Sheets L2.1 and L2.2, shall be overseeded, not sodded. Limits shown on the plans are approximate and subject to demolition work; the Contractor shall verify the damaged turf area in the field. Bid Schedule 4, Item 6, has been updated. The Contractor shall also restore all additional damaged areas by hydroseeding as noted on the plans.
Restoration beyond the quantity listed in this item will be at the Contractor's expense.
32. Question: Item 4-1 (Irrigation Repair) is lump sum and note 10/L2.0 requires a complete and functional system in all modified zones reconnected to the existing controller. Please provide available irrigation as-builts and the existing controller make/model and confirm whether the ET- sensor controller requirements of 32 84 00 2.10 apply to this project or only in-kind replacement.
Response: As discussed in the pre-bid meeting, irrigation as-builts are not available, and the existing controller does not include an ET sensor. The requirements of Section 32 84 00, 2.10 apply only to in-kind replacement for this project and do not require the addition of new equipment.
33. Question: Detail 3/L1.5 shows a play area drain inlet with a 56 CF minimum drywell; Bid Schedule 3 has no corresponding item. Please confirm the pay item for the drain inlet and drywell or if assumed incidental to Item 3-9, Playground Mulch.

Response: The Play Area Drain Inlet has been added to Bid Schedule 3.
34. Question: Detail 3/L1.4 and plan callouts show steel headers at path and DG edges; no separate bid item is provided. Please confirm header limits and the pay item (assumed incidental to Item 1-19, Decomposed Granite Section).
Response: A steel header, totaling 5 LF, occurs between the existing earthen bank and the proposed decomposed granite. The steel header has been added to Bid Schedule 3.
35. Question: We noticed that there were 4 bike racks listed on sheet L1.3 but we could not find that listed as a bid item in the bid book, are the bike racks still included in the scope of this project?
Response: Bike racks have been added to Bid Schedule 3.
36. Question: Please provide a bid item for the picnic table or clarify under which item it is paid under?
Response: The picnic table has been added to Bid Schedule 3.
37. Question: Is there an arborist report with the specifics on the trees being removed? Response: No.
38. Question: Will there be any more questions allowed for the project? Response: Any follow-up or additional questions must be received by Friday, August 7, 2026, at 4:00 PM.

ADDENDUM NO. 2
ELLIS LAKE PARK ENHANCEMENT PROJECT
CONTRACT NO. 25-10
The purpose of this Addendum No. 2 is to notify Bidders of clarifications to the Project Plans for the above project. This Addendum shall be attached to and become a part of said Contract Documents. THIS
ADDENDUM SHALL BE SIGNED BY THE BIDDER, DATED AND SUBMITTED WITH THE PROPOSAL FOR THE PROJECT.
Bidder Questions / Clarifications:
1. Question: In reviewing the plans for Ellis Park, please clarify guard rail breakout footages. This is what I'm finding: Bid Schedule 1 Item 10, Boardwalk railing - 811' (884' measured) from extra footage at end of boardwalk, 20' and extra footage at 14th St. waterway, 53'. Item 20 Fishing pad - 120' (150' measured) - 5 fishing pad locations w/ approx. 92' of railing and 1 fishing location (no bench) w/ approx. 58' of railing
Response: These measured quantities are correct. See attached revised Bid Item List.
2. Question: Are the lights and bridge columns have a CIP core as opposed to a CMU? Response: Yes. The columns are a square cast-in-place reinforced concrete column with a cobble stone veneer.
3. Question: Please clarify the railing connection to the Gazebo Island Bridge.
Response: The connection is a simple bolted 6" square flange to the CIP column to hold the cantilevered railing end that will be covered by the cobble veneer. An acceptable alternate would allow a railing post closer to the column and having the railing terminate at the face of the veneer.
Question: / can't find a specification on the bridge, boardwalk or the stone columns and fence/rails Response: The bridge and the boardwalk are basically the same construction with a different span and foundation. Specification section 18 covers the criteria in addition to the details on the plans. The columns are a square reinforced concrete column with a cobble stone veneer per the plan details. Details for the railing are on sheets L1.4 and A04 and fall under technical specification section 05 50 00 METAL FABRICATIONS.
4. Question: Please provide clarification about the allowed sidewalk closures for the project.
Response: The City will allow closure of entire sidewalk segments, such as from 10th Street to 14th Street, provided the Contractor is actively and continuously working on the closed segment.
