Proposal regarding Task Order No. 2:
Preparation of Sustainable Transportation Planning Grant Application Dear Mr. Schaad:
Peterson Consulting Advantage is excited to offer professional consulting services to assist the City of Marysville (hereafter “City”) with the tasks as outlined in the Scope of Services: Professional Consulting Services for preparation of a Sustainable Transportation Planning Grant application.
Proposal Requirements
A. Proposed personnel and availability for the project: Daniel W. Peterson, PE, CFM, QSP, MPA, Vice President, will be the person assigned to this project. Mr. Peterson is committed to always making Marysville projects a priority and commits up to 25% of his time to City of Marysville projects.
B. Understanding of work to be done and demonstrated ability to work cooperatively with public agencies: This proposal is an offer to deliver the Scope of Services as described in the following tasks:
1) Grant Writing and Research
i. Assist in development of the project’s scope, budget, and schedule ii. Analyze City’s funding needs
iii. Prepare a full application for grant funding under the Sustainable Transportation Planning Grant Program
iv. Help identify future construction grant funding opportunities v. Draft and request letters of support
vi. Coordinate with SACOG, Caltrans, and necessary agencies regarding preparation of the grant application
2) Administration
i. Community Outreach. Includes conducting community outreach, coordinating with other agencies, and facilitating meetings between stakeholders.
ii. Coordination with all stakeholders within Yuba County and Marysville.
This effort extends to coordinating strategies to maximize regional opportunities.
Mr. Peterson has decades of experience working cooperatively with public agencies, and has numerous relationships with staff at FEMA Region IX, the State Water Resources Control Board, the Central Valley Regional Water Quality Control Board, Sutter County, City of Yuba City, City of Marysville, City of Wheatland, City of Live Oak, SACOG, Caltrans, and the California Transportation Commission.

C. Proposed personnel hourly rates: The hourly rates are as follows:
Peterson Consulting Advantage estimates that the preparation of a full application for grant funding under the Sustainable Transportation Planning Grant Program for the 14th Street Bike/Ped Tunnel project will not exceed a total cost of Eleven Thousand Dollars ($11,000).

2.) Overhead based on Safe Harbor Indirect Cost Rate of 110% of direct labor.
1.) Hourly rates apply to all tasks included in the Scope of Services. Peterson Consulting Advantage does not foresee charging mileage for local travel. In the unlikely event that longer trips are required, mileage shall be at the standard IRS mileage rate for business use of a vehicle.
