A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARYSVILLE

AUTHORIZING PARTICIPATION AS A SUBRECIPIENT IN THE CALIFORNIA DEPARTMENT OF JUSTICE FY 2026 CONSOLIDATED NATIONAL CRIMINAL

HISTORY IMPROVEMENT PROGRAM APPLICATION
At a meeting of the City Council of the City of Marysville, State of California held on September 1, 2026.

WHEREAS, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics administers the FY 2026 Consolidated National Criminal History Improvement Program (NCHIP) to improve the accuracy, utility, completeness, timeliness, and interstate accessibility of criminal history and related records;
WHEREAS, the California Department of Justice will serve as the eligible state applicant for FY 2026 NCHIP funding, and the federal funding opportunity permits project partners and subrecipients to carry out approved project activities; WHEREAS, the City of Marysville desires to participate as a subrecipient in the California Department of Justice application and request $462,500 in federal funding over a 36-month project period, with no local match required, for the “Marysville Criminal History Records Modernization and Biometric Identification Project”;
WHEREAS, the proposed project would provide $395,000 for an integrated computer-aided dispatch and records management system, $40,000 for supporting information-technology infrastructure, and $27,500 for a Livescan ten-print biometric identification system; WHEREAS, the project is intended to improve fingerprint-supported arrest reporting, electronic disposition reporting, protection-order entry, firearm-prohibition information, regional information sharing, and the electronic transmission and accessibility of qualifying records within state and federal criminal history systems; and
WHEREAS, authorization of the subrecipient application does not constitute acceptance or appropriation of grant funds, and if a subaward is offered, staff will return to the City Council for formal acceptance, appropriation, and approval of any required award agreements.
