Item #09
Date: September 1, 2026
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director
John Mallen, Consulting City Engineer
Subject: Ellis Lake Park Enhancement Project - 25-10 - Contract Award Recommendation:

Pass a Resolution 2026-XX to award a contract in the amount of $2,983,858.81 to TJR Resources, Inc. for the construction of the improvements around Ellis Lake under the Clean California Local Grant Program (State) Agreement No. CCL-5009-034-A2 for the Enhancement of Ellis Lake Park, based on Contract Number No. 25-01, Ellis Lake Park Enhancement Project, Improvement Plans / Contract Documents and Contractor’s submitted bid package.

Rationale for Recommendation:

As required by the City of Marysville’s Municipal Code, Chapter 2.76, Purchases, a formal bid was advertised, opened, tabulated, and staff is requesting Council authorization to award the project to lowest responsive bid by the lowest responsible bidder.

Background:

In April 2023, the City of Marysville, in partnership with Yuba Sutter Economic Development Corporation (YSEDC), submitted a successful application for the Clean California Local Grant Program – Cycle 2. The City was awarded $2,906,000 to implement a comprehensive enhancement of Ellis Lake Park focused on recreation, accessibility, safety, and cultural enrichment.

The grant was awarded in late 2023 and through 2024 and into 2025 the city worked on scoping the overall vision for the lake improvements, looking for funding source to complete the balance of the improvements around the lake not covered by the grant, and revising the CCLGP project scope and design to be a standalone project.

In July of 2025, the Council passed a motion to appropriate $1,200,000 in general funds to augment the existing $2,906,000 Clean California Cycle 2 grant for the Ellis Lake Park Enhancement Project, based on the revised project scope and public input received.

In February of 2026, Caltrans approved and amendment to the agreement for the revised scope.

The project environmental clearance was completed, and the Plans, Specifications, and Engineer’s Estimate were prepared based on the revised scope project. The project was advertised to bid on July 13, 2026.

On August 13, 2026, bids were opened and the City Engineer subsequently tabulated and reviewed the bids.

See Attachment 1 Bids Results for a tabulation of bids.

Item #09
Discussion & Analysis:

The city received 9 bid proposals, all responsive and within the expected range of the estimated cost. The lowest bid received was from TJR Resources, Inc. with a listed subcontracts of Golden Bay Fence, Epic Land Surveying, Elite Landscape Construction, Sierra Traffic Marking, and Diamon Elect Group in the amount of $2,983,858.81. In addition to the cost of the contract, the city is budgeting and additional $175,816.00 to cover construction management and inspection, and a 15% contingency for the unforeseen project cost of construction at $447,578.82. The total budgeted construction cost would be $3,607,253.63.

There was design and permitting cost associated with the project grant to get the project approved, prepare the Plans, Specifications, Engineer’s Estimate, advertising the bid, and bidding out totaling $217,048.90.

The agreement with Caltrans provided a total reimbursable project cost of $2,906,000.

Environmental Review:

The project has completed environmental review under the California Environmental Quality Act (CEQA).

The City adopted the environmental determination for the Ellis Lake Park Enhancement Project and filed a Notice of Determination in March 2026. The project being awarded is consistent with the project evaluated through that environmental review, and no additional environmental review is required for the contract award.

Alignment with City Council Goal(s):

Goal #3 – Improve Infrastructure
Legal Review:

The Attachment 2 provisions and contracts have been reviewed by the City Attorney and is used as the City’s contract document template used on other projects.

Fiscal Impact:

Total Project Cost: $3,824,303
Caltrans Agreement Funding: $2,906,000
Local Cost Share: $918,303
The fiscal impact is the City will have to cover the agreement cost for a short period until the City is reimbursed under the agreement and the project cost beyond the agreement amount.
