Item #10
Date: September 1, 2026
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director/Chief Building Official Subject: Award of Contract for Wilson Sports Complex Field Lighting Replacement Project Recommendation:
Pass a Motion to: 1) Award the Wilson Sports Complex Field Lighting Replacement Project to Ledbetter Electric in the amount of $216,150 as the lowest responsive and responsible remaining bidder; 2) Approve a 10% construction contingency in the amount of $21,615, for a total project authorization of $237,765; 3) Authorize the City Manager to execute the construction contract and related documents, subject to approval as to form by the City Attorney; and 4) Authorize the City Manager to approve minor, non-substantive changes as necessary for project implementation.
Background:
The City solicited competitive bids for the Wilson Sports Complex Field Lighting Replacement Project. The project consists of replacing the existing sports field lighting with new LED fixtures and controls, including associated electrical work, testing, commissioning, and related improvements.
Bids were opened on August 13, 2026. Sactown Contractors Corp. submitted the apparent low bid but subsequently withdrew its bid.
Ledbetter Electric submitted the next lowest bid in the amount of $216,150. Berry Electric submitted the next bid in the amount of $286,900.
Discussion & Analysis:
Following Sactown Contractors Corp.'s withdrawal, staff reviewed Ledbetter Electric's bid for compliance with the bid requirements and its qualifications to perform the work.
The bid documents requested three LED sports-field or stadium lighting projects of similar size and scope completed within the previous five years. Ledbetter provided three recent references for substantial electrical and site-lighting projects. While the projects are not specifically sportsfield or stadium lighting projects, they include similar work involving large site-lighting systems, poles, LED fixtures, electrical distribution, controls, and related installation.
Item #10
Staff also reviewed Ledbetter's additional experience and confirmed that the contractor has previously completed sports-field lighting work outside of the five-year reference period. Based on the size, scope, and technical nature of the recent projects, together with its prior sports-field lighting experience, staff determined that Ledbetter has the experience and capability necessary to successfully complete the project.
Staff therefore recommends award of the construction contract to Ledbetter Electric in the amount of $216,150.
Environmental Impact:
The project is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301, Existing Facilities (Class 1), because the project consists of replacement and upgrades to existing sports field lighting at an existing public recreational facility and involves no expansion of the existing use.
Legal Review:
The City Attorney reviewed Ledbetter Electric's bid, including the experience and qualification requirements, and concurred that the City may consider Ledbetter's recent projects together with its prior sports-field lighting experience in determining the bidder's qualifications. The construction contract will also be subject to approval as to form by the City Attorney prior to execution.
Alignment with City Council Goal(s):
Goal #3 – Improve Infrastructure
Goal #4 – Support Parks and Recreation
Fiscal Analysis:
The construction contract is $216,150. A 10% construction contingency of $21,615 is recommended to address unforeseen conditions or minor changes during construction, resulting in a total project authorization of $237,765. Funding is available within the approved project budget.
