BJA FY 2026 Body Worn Camera Policy and Implementation Program Proposal Abstract
Marysville Police Department Body Worn Camera and Digital Evidence Modernization Project
The City of Marysville proposes the Marysville Police Department Body Worn Camera and Digital Evidence Modernization Project, a Category 1 agency-wide deployment serving residents, visitors, crime victims, officers, prosecutors, and criminal justice partners in Marysville, California. The $100,000 project will use $50,000 in federal funding and a $50,000 City match to acquire and deploy 25 advanced body-worn cameras and establish an interconnected digital evidence management system.
The cameras will provide full-shift operation, high-resolution wide-angle recording, configurable pre-event buffering, encrypted storage, automated upload, device-management controls, locationenabled emergency support, and optional policy-controlled live video and two-way voice communication. The evidence platform will preserve original recordings, metadata, audit trails, and chain of custody while providing role-based access, retention controls, search, categorization, case association, review, redaction, export, and secure sharing. The system will also support MPD's dispatch, records, investigative, prosecutorial, and public-disclosure workflows.
During the 36-month project period, MPD will complete procurement, policy review and development, system configuration, acceptance testing, officer and supervisor training, phased deployment, quality assurance, performance reporting, and sustainability planning. Deliverables will include 25 operational cameras, a final comprehensive body-worn camera policy, trained personnel, documented evidence procedures, and required federal reports. Expected outcomes include more complete documentation of public contacts, improved officer safety and accountability, stronger evidentiary continuity, faster evidence retrieval and disclosure, and fewer manual evidence-handling steps.
