Item #03
Date: September 15, 2026
To: Mayor and City Council
From: Donna Ruiz, Human Resources Director
Subject: 2026 City Hall Holiday Closure
Recommendation:

Adopt a Resolution authorizing the closure of City Hall from Monday, December 21, 2026 through Friday, December 25, 2026, subject to the provisions outlined in the resolution and applicable labor agreements.

Background:

The City of Marysville has historically recognized Christmas Eve and Christmas Day as holidays and has adjusted City operations during these holiday periods. In prior years, the City has closed City Hall and other non-essential administrative offices during the Christmas holiday period, allowing employees additional time away from work while maintaining essential City services and operations.

Based on the City's prior experience with holiday closures, staff recommends continuing the practice of closing City Hall and designated non-essential City offices during the Christmas holiday period. The proposed closures would occur during periods when City Hall typically experiences reduced public activity and would provide an opportunity to temporarily reduce administrative operations while maintaining necessary services to the community.

Discussion & Analysis:

Staff proposes the following 2026 closure periods:

Item #03
During this period, City Hall and designated non-essential administrative offices will be closed to the public. This item addresses the Strategic Focus area of Workforce Excellence by allowing employees an opportunity to take extra time off before the end of the calendar year while customer service demands are low. It also allows advanced notice of closures to the public. Employees may elect to work during the Christmas holiday closure or may utilize accrued discretionary leave time.

Essential and critical services, including public safety, emergency response, utilities, and other services identified by the City Manager or department head, will continue to operate as necessary.

Departments may maintain minimum staffing, on-call coverage, or other operational schedules when necessary to protect public health, safety, property, or continuity of essential City operations. Employees affected by the closure will account for the applicable non-holiday closure hours in accordance with the City's Personnel Rules and Regulations, applicable Memoranda of Understanding, and other applicable employment agreements or policies.

Recognized holidays occurring during the closure period will continue to be administered in accordance with the City's existing holiday provisions.

The City will provide advance notice of the closures through the City's website, social media, public notices, facility postings, and other appropriate communication channels.

The closure will not affect emergency services or other critical City operations. If an emergency or other circumstance requires the continued operation of City facilities or services, the City Manager or appropriate department head may suspend or modify the closure as necessary.
