Item #04
Date: September 15, 2026
To: Mayor and City Council
From: Dan Flores, Assistant City Manager, Community and Economic Development Director Subject: Acceptance of a Donated Pioneer Travel Trailer from Habitat for Humanity Yuba/Sutter, Inc.

Recommendation:

Adopt a resolution accepting the donation of one Pioneer travel trailer, VIN 5SFPB2620ME453361, from Habitat for Humanity Yuba/Sutter, Inc.; authorize the City Manager to execute the donation and transfer agreement and related title documents; and authorize staff to take actions necessary to receive, register, transport, maintain, and place the trailer into an eligible public use.

Background:

The County of Sutter acquired travel trailers during the COVID-19 pandemic using funding received from the California Department of Housing and Community Development and/or federal sources. The trailers were initially used to provide isolation or quarantine shelter. The County has approved transfer of one trailer to Habitat for Humanity Yuba/Sutter, Inc. The trailer is a Pioneer travel trailer, VIN 5SFPB2620ME453361, with a stated value of less than $9,000.

Habitat has offered to donate the trailer to the City of Marysville after Habitat receives lawful title from the County. Acceptance by resolution and execution of a short donation agreement will document the transfer and authorize staff to complete the title and delivery process.

Discussion & Analysis:

The proposed agreement transfers the trailer to the City without purchase price. The City will accept the trailer in its present as-is condition and will assume responsibility after delivery for title, registration, transportation, storage, maintenance, operation, and eventual disposal. Before taking possession, staff may inspect the trailer and confirm that Habitat has authority to transfer title.

Because the trailer was acquired with HCD and/or federal funding, the City will use and manage it in compliance with applicable funding restrictions, including any applicable requirements under 2 C.F.R. section 200.313. Staff will retain the County-to-Habitat transfer agreement and any written grant restrictions with the City’s property records. Any specific placement or program use requiring additional approvals will return through the appropriate administrative or public process.

Environmental Review:

Acceptance of personal property and authorization to execute transfer documents are administrative activities and are not a project under the California Environmental Quality Act pursuant to CEQA Item #04
Guidelines section 15378(b)(5). Any later physical placement or use of the trailer will be reviewed separately for CEQA and permitting requirements, as applicable.

Alignment with City Council Goal(s):

Goal #4 – Enhance Public Safety
Legal Review:

The City Attorney has reviewed the agreement and approved it as to form Fiscal Impact:

There is no purchase price. The City will incur title/registration, transportation, inspection, storage, maintenance, insurance, and operating costs. Those costs are not yet known and will be paid from an appropriate, legally available account identified before the City takes possession. The donated trailer has a stated value of less than $9,000.
