1 RESOLUTION NO. 2026-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARYSVILLE AUTHORIZING SUBMISSION OF AN APPLICATION TO THE U.S. DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, FOR THE FY 2026 ASSISTING
NEIGHBORHOODS AND GOVERNMENTS WITH ENFORCEMENT OF LAWS GRANT PROGRAM FOR THE MARYSVILLE RAPID IDENTIFICATION AND INTELLIGENCELED ENFORCEMENT PROJECT At a regular meeting of the City Council of the City of Marysville, State of California held on October 20, 2026.
WHEREAS, the U.S. Department of Justice, Bureau of Justice Assistance, issued the FY 2026 Assisting Neighborhoods and Governments with Enforcement of Laws Grant Program under Assistance Listing 16.076 to support law enforcement operations, investigations and prosecutions, and technology that helps agencies identify, locate, apprehend, investigate, and detain criminal offenders, with awards of up to $500,000 and no local match requirement; and WHEREAS, the Police Department’s legacy computer-aided dispatch and records management system (CAD/RMS) limits its ability to connect people, aliases, addresses, vehicles, and associates across cases, exchange complete case information with task-force and prosecutorial partners, integrate efficiently with CLETS and NCIC, and support full NIBRS/CIBRS incident-based reporting, and officers lack mobile biometric equipment to confirm the identity of people who provide no identification, false names, or unfamiliar documents; and WHEREAS, the proposed Marysville Rapid Identification and Intelligence-Led Enforcement Project would replace the Police Department’s CAD/RMS and deploy one installed stationary Livescan station and one mobile fingerprint device, improving positive identification, records accuracy, incident-based reporting, intelligence development, and secure information sharing with regional and federal partners addressing violent crime, gangs, and transnational drug trafficking; and WHEREAS, the City would request $469,650 in federal funding, consisting of $425,000 for the CAD/RMS project, $40,000 for Livescan capability, and $4,650 in indirect costs at a rate of 1%; and
WHEREAS, the project would be implemented over 36 months, no subrecipients are proposed, and the CAD/RMS and Livescan providers would serve as contractors selected in accordance with City purchasing requirements and applicable federal procurement standards; and WHEREAS, the project advances City Council Goal #4, Enhance Public Safety, and Goal #6, Strengthen Institutional Capacity; and
WHEREAS, submitting the application has no material General Fund impact, and if an award is offered, staff will return to the City Council for acceptance and appropriation of the grant funds, with any costs continuing after the federal performance period, including the projected ongoing 2 CAD/RMS cost of $30,000 per year, to be presented through a future budget process before the City assumes an ongoing obligation; and
WHEREAS, this action is not a project within the meaning of the California Environmental Quality Act under CEQA Guidelines section 15378 because it authorizes submission of a grant application and does not commit the City to a specific physical activity or authorize expenditure of grant funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Marysville as follows:
