RESOLUTION NO. 2026-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARYSVILLE
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION TO THE U.S. DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, FOR FUNDING OF UP TO $250,000 UNDER THE FY 2026 RURAL
VIOLENT CRIME REDUCTION INITIATIVE FOR THE PATROL FIELD ACCESS AND
REAL-TIME INTELLIGENCE MODERNIZATION PROJECT
At a regular meeting of the City Council of the City of Marysville, State of California held on October 20, 2026.
WHEREAS, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance ("BJA") has released the FY 2026 Rural Violent Crime Reduction Initiative, Funding Opportunity No. O-BJA-2026-172761, a competitive grant program to help law enforcement agencies in rural jurisdictions prevent, respond to, and reduce violent crime; and WHEREAS, the program offers awards of up to $250,000 for a 36-month performance period beginning January 1, 2027, requires no local match, and requires that applications be submitted in Grants.gov by October 30, 2026, and in JustGrants by November 6, 2026; and WHEREAS, the City of Marysville reported 94 violent crimes in 2024, a rate substantially above state and national averages, of which 76 were aggravated assaults; and WHEREAS, the Marysville Police Department’s 25 patrol mobile data terminals are beyond manufacturer support and cannot operate a modernized computer-aided dispatch and records management system, requiring officers to return to the station to complete reports; and WHEREAS, the Police Department proposes the Patrol Field Access and Real-Time Intelligence Modernization Project, which would replace all 25 patrol mobile data terminals and provide mobile data service, vehicle antennas, multifactor authentication, and real-time crime software, allowing officers to complete reports and access critical information in the field, without creating any new City positions; and
WHEREAS, the funding notice requires the chief executive officer or a senior official of the applicant government to execute a certification in the form provided in Appendix 1 of the funding notice, and the City Attorney will review that certification, including its interaction with applicable state law, before it is executed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Marysville as follows:
Section 1. The recitals above are true and correct and are incorporated into this Resolution.
Section 2. The City Council hereby authorizes the City Manager, or his designee, to submit an application to BJA for funding of up to $250,000 under the FY 2026 Rural Violent Crime Reduction Initiative for the Patrol Field Access and Real-Time Intelligence Modernization Project.
