Item #12
Date: October 20, 2026
To: Mayor and City Council
From: Jeramy Chapdelaine, Public Works Director
John Mallen, Consulting City Engineer
Subject: SB1 Downtown Pavement Rehabilitation Project – Award, Contract 26-02 Recommendation:

Pass a Resolution 2026-XX to award a contract in the amount of $647,710.78 to All-American Construction, Inc. for pavement rehabilitation of streets in the downtown area near the post office, courthouse, and City Hall and west of D Street in Marysville using funding from the California Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 Program, based on Contract Number No. 26-02, SB1 Downtown Pavement Rehabilitation Project, Improvement Plans / Contract Documents and Contractor’s submitted bid package and 2) authorize the Finance Director to make a supplemental appropriation to a Capital Project (e.g. Streets Capital Projects 60-610-5405).

Rationale for Recommendation:

As required by the City of Marysville’s Municipal Code, Chapter 2.76, Purchases, a formal bid was advertised, opened, tabulated, and staff is requesting Council authorization to award the project to lowest responsive bid by the lowest responsible bidder.

Background:

On April 28, 2017, Governor Edmund G. “Jerry” Brown signed the Road Repair and Accountability Act of 2017, known as Senate Bill 1 (SB1), increasing per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees with future inflationary adjustments for the purpose of addressing road maintenance, rehabilitation, and roadway safety needs. The State Controller will deposit portions of the new funding into the Road Maintenance and Rehabilitation Account (RMRA), which will be apportioned by formula to eligible cities and counties throughout the year. Funds were apportioned to cities and counties beginning in January 2018.

The City has completed and programed several street projects utilizing the findings made from the Pavement Management Program presented to City Council on April 17, 2018. At that meeting, the City Council directed staff to pursue a maintenance approach that prioritizes the maintenance of streets over the past maintenance and rehabilitation projects to try improving the Pavement Condition Index of the street system as cost effective as possible. This approach focuses on the maintenance of streets in better condition over reconstruction of the failing streets with preventative measures such as micro grinds overlays, rubberized slurry seal and crack sealing.

On April 16, 2019, City Council approved a list of 2019 projects based on the criteria and authorized the Community Services Department to plans and specifications for the 2019 Resurfacing Project. In Item #12
September 2019 the first phase of the project was bid out and the work was completed, seal coating of E. 17th Street east of Ramirez Street, but Council decided to truncate the contract to just that segment to reevaluate the scope of the improvements and project list. The revised project list was developed and adopted by the City Council in April 2020. The project was put on hold to wait for the construction of the ATP funded Bike & Pedestrian Improvements Project that was completed in 2021.

The next phase of the SB 1 funded surfacing project was the 2021 SB 1 Pavement Project that paved B Street between 1st and 3rd Streets, 1st Street between B and E Streets, and F Street between 3rd and 6th Streets. This was completed in late 2021.

This project was identified by the traffic committee in April of 2026. On June 1, 2026, the annual project list for the SB-1 program was approved reflecting this project being completed this year and the project was advertised for bid on September 4, 2026.

On October 1, 2026, bids were opened and the City Engineer subsequently tabulated and reviewed the bids. See Attachment 3 Bids Results for a tabulation of bids.

Discussion & Analysis:

The City currently has already complete two projects to rehabilitate the pavement in East Marysville and is working on completing the third one in the area between 14th St to the north, D Street to the east, 10th St / SR-20 to the south and J St to the west. For this agenda’s item, SB-1 Downtown Pavement Rehabilitation Project centers around the Marysville that includes:

BASE BID SCHEDULES
Bid Schedule A1 - 4th Street (D Street - B Street)
Bid Schedule A2 - 5th Street (D Street - B Street)
Bid Schedule A3 - 6th Street (C Street - B Street)
Bid Schedule A4 - C Street (4th Street - 6th Street)

ADD ALTERNATE BID SCHEDULES
Add Alt Bid Schedule - ALT 1 - 4th Street (F Street - E Street) Add Alt Bid Schedule ALT 2 - 4th Street (E Street - D Street) Add Alt Bid Schedule ALT 3 - Oak Street (Rodarte Way) (5th Street - 6th Street)
Add Alt Bid Schedule ALT 4 - 4th Street (B Street - A Street) The bid proposals included a base bid with four bid additive alternates. The AWARD IS BASED ON THE BASE BID For Bid Schedules A1 thru A4 totaling $583,958.58. The additional cost for all the alternate bid schedules additional work was $276,087.35. With the SB-1 funds available after what has been committed to other projects, staff recommend including only the additive alternate bid schedule A2 in contract award.
