Item #06
Date: October 20, 2026
To: Mayor and City Council
From: Vance Nabeta, Chief of Police
Subject: Authorize Execution of Standard Agreement No. 26-APP20 with the California Department of Alcoholic Beverage Control for the FY 2026-27 Alcohol Policing Partnership Grant in the Amount of $42,991
Recommendation:

Adopt a Resolution authorizing the Chief of Police to execute Standard Agreement No. 26-APP20 with the California Department of Alcoholic Beverage Control (ABC) to accept $42,991 in Alcohol Policing Partnership (APP) grant funding for the period of July 1, 2026 through June 30, 2027, and authorizing the Finance Director to appropriate the related grant revenue and expenditures in the FY 2026-27 Police Department budget.

Rationale for Recommendation:

The APP grant reimburses the City for officer and sergeant overtime, a preliminary alcohol screening (PAS) device, training travel, and operational costs needed to conduct targeted enforcement and education related to underage drinking and problem alcohol outlets. The grant requires no local match, and execution of the Standard Agreement (STD 213) by the City’s designated signatory is required before the Marysville Police Department (MPD) may begin grant-funded activities and submit invoices for reimbursement. The action also authorizes the Chief of Police, or designee, to submit monthly invoices and activity reports and to execute non-material change requests and amendments that do not increase the grant total, subject to approval as to form by the City Attorney.

Background:

ABC’s Alcohol Policing Partnership program works with local law enforcement agencies to develop a comprehensive, strategic approach to reducing the crime and public nuisance problems associated with problem alcoholic beverage outlets. The program also funds ABC’s youth access enforcement tools, which target both licensed premises and individuals who furnish alcohol to persons under 21 years of age. The stated aim is to reduce underage drinking and the resulting DUI injuries, fatalities, and property damage through licensee education, enforcement, and visible law enforcement presence.

ABC has awarded the City $42,991 under Agreement No. 26-APP20 for a grant operation period of July 1, 2026 through June 30, 2027. The agreement consists of the STD 213 Standard Agreement and four exhibits: Exhibit A (Scope of Work), Exhibit B (Budget Detail and Payment Provisions), Exhibit C (General Terms and Conditions, GTC 02/2025), and Exhibit D (Special Terms and Conditions).

Discussion & Analysis:

Item #06
Under the Scope of Work, MPD will conduct three core types of operations. Minor Decoy operations deter on-sale and off-sale licensees from selling or furnishing alcohol to minors. Shoulder Tap operations detect and deter adults outside of off-sale locations who purchase alcohol on behalf of minors. IMPACT (Informed Merchants Preventing Alcohol-Related Crime Tendencies) inspections educate licensees on alcohol-related laws and identify areas of non-compliance at on-sale and off-sale premises. Over the grant year, MPD has committed to the following minimum activity levels:
• At least five (5) Minor Decoy operations.
• At least five (5) Shoulder Tap operations, including the Statewide Shoulder Tap operation. • At least six (6) IMPACT operations.
• At least four (4) Special Event/Holiday operations.
• At least two (2) Roll Call trainings and two (2) TRACE trainings. • At least two (2) Community Outreach meetings.
• Press and social media releases announcing the start of the program and the results of each Minor Decoy and Shoulder Tap operation.

The grant carries several administrative requirements. MPD must submit monthly activity reports and invoices on ABC-prescribed forms by the 15th of the following month, and be forwarded to ABC’s Public Information Officer. The PAS device must be purchased by December 31, 2026, and any reimbursable training, workshop, or publicity materials require ABC’s prior written approval.

Environmental Review:

Acceptance of grant funding and execution of the Standard Agreement is not a project subject to the California Environmental Quality Act (CEQA) under State CEQA Guidelines section 15378, because it is a government funding mechanism and administrative activity that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines § 15378(b)(4) and (b)(5)).

Alternatively, the action is exempt under the common-sense exemption in State CEQA Guidelines section 15061(b)(3).

Alignment with City Council Goal(s):

Goal #4 – Enhance Public Safety
Goal #6 – Strengthen Institutional Capacity
Legal Review:

The Standard Agreement and accompanying Resolution are subject to review and approval as to form by the City Attorney.

Item #06
Fiscal Impact:

The grant provides up to $42,991 in reimbursement for eligible costs incurred during FY 2026-27 and requires no City match. The approved budget is summarized below:

Cost Category Amount
Personnel Services – Overtime (Officer/Detective) $15,625 Personnel Services – Overtime (Sergeant) $16,650
Personnel Services – Benefits (SDI, Medicare, SSI) $4,831 Subtotal – Personnel Services $37,106
Operating Expenses – Buy Money $500
Equipment – PAS Device $2,385
Travel – Registration, Hotel, and Per Diem $3,000
Grant Total $42,991
The grant is reimbursement-based. The City will initially pay eligible costs from the Police Department budget, invoice ABC monthly, and receive payment in arrears, generally within 30 days of an undisputed invoice. Only the costs listed in the Budget Detail are reimbursable, and any costs above those amounts or outside the approved categories would be the City’s responsibility. Staff will monitor overtime against the grant budget to avoid unreimbursed costs. The recommended budget amendment would appropriate $42,991 in grant revenue and corresponding expenditures in the FY 2026-27 Police Department budget, resulting in no net impact to the General Fund.
