Item #04

Date: October 20, 2026
To: Mayor and City Council
From: Maggie Sanchez, Acting City Clerk
Jim Schaad, City Manager
Subject: California Department of Resources Recycling and Recovery for the Waste Tire Enforcement Grant, on the City’s behalf for Fiscal Year 2027/28 Recommendation:

Pass a Motion to adopt Resolution 2026-XX authorizing the County of Yuba to submit to the California Department of Resources Recycling and Recovery a collaborative application for the Waste Tire Enforcement Grant, on the City’s behalf for Fiscal Year 2027/28.

Rationale for Recommendation:

The joint grant funding will provide monies for participating agencies to safely manage and encourage the reuse of California’s waste tires.

Background:

Historically, the City of Marysville has participated in Yuba County’s Used and Waste Tire Recycling Program providing a facility and method for residents to recycle their old and unused tires. These grant funds assist with compliance of the waste tire destruction (e.g., safe hauling, storage), surveillance activities (e.g., illegal dumping prevention), clean up of small waste tire piles, and equipment and employee training.

In order to participate in the program, Yuba County requires a Resolution from the City of Marysville authorizing the City’s participation in the grant application process and program. In addition, the Resolution also gives the County the authorization to submit grant applications to fund used and waste tire enforcement activities county-wide, including within the City limits.

Should the County receive the grant funds, it will be responsible for executing all grant-related documents including, but not limited to, applications, payment requests, agreements, and amendments necessary to secure grant funds and to implement and carry out the purposes specified in the grant application.

This is an annual grant opportunity and program that the City has participated in for several years and at no cost to the City.

Environmental Review:

The action proposed in this item is administrative in nature and does not constitute a project under the California Environmental Quality Act (CEQA).
