SUBJECT: ACCEPTANCE OF CITY HALL AND SHERIFF'S STATION REROOFING PROJECT RECOMMENDATION:
Staff recommends that the City Council:
1. Accept project completion for the City Hall and Sheriff Reroofing Project as performed by Danny Letner, Inc. dba Letner Roofing Company, for a total amount of $572,382.65; and
2. Authorize the City Manager to file a project Notice of Completion with the County of Los Angeles Registrar-Recorder; and
3. Authorize the City Manager to release a retention payment of $28,619.13 to Danny Letner, Inc. dba Letner Roofing Company within 35 days following recordation of the Notice of Completion.
BACKGROUND:
The existing roofing system at City Hall, Sheriff Station, Bandini Library and City Hall Rear Storage Buildings had reached the end of their service life and had developed multiple leaks, leading to water damage inside those facilities. This posed a significant risk to the structural integrity of the building and the valuable assets it houses.
The re-roofing of these facilities was necessary due to the deterioration and wear of the current roof over time. The roofing system replacement will improve energy efficiency, reducing long-term operational costs and environmental impact.
On July 27, 2023, and on August 3, 2023, staff advertised Notice Inviting Bids (NIB) on engineering plan rooms and trade journals in conformance with City of Maywood Municipal Code Section 3-7.04. Bids were due on August 14, 2023, at 2:00 PM.
On August 23, 2023, the City Council awarded a public works contract totaling $562,025.00 to Danny Letner, Inc. dba Letner Roofing Company for the City Hall and Sheriff Reroofing. The project construction budget also includes contingency budget of $84,303.75 (15% of Contract) for any unforeseen conditions as necessary. The total established construction budget was $646,328.75.
Construction activities were completed by the Contractor and confirmed by the City Engineer. The work was completed within the approved budget.
DISCUSSION:
The project included the removal and replacement of the existing roof system including asbestos abatement work at the City Hall and Sheriff’s Station building and Maywood Cesar Chavez Library, as well as restoration
of the existing roofing system including asbestos abatement at the rear storage building. The new roofing system will be a cool energy efficient roofing system with a 20-year warranty.
All required improvements were constructed in conformance with the approved plans and specifications. The work was performed within the contractually specified duration and to the City Engineer’s satisfaction.
Construction costs totaled $572,382.65, which is within the approved construction budget.

FISCAL IMPACT:
There is no fiscal impact associated with this action, work was completed within previously approved budget.
