CONSENT CALENDAR - Motion to approve items 3 - 13 and item 1 in the special City Council Meeting agenda by Council Member Garcia, and second by Council Member Marquez. AYES: De La Riva, Marquez, Torres, Aguiluz, Garcia. Motion passed 5-0.
