AGENDA REPORT
CITY OF MAYWOOD
AGENDA ITEM NO. 14.
DATE: January 22, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: JENNIFER VASQUEZ, CITY MANAGER
BY: KAREN INIGUEZ, COMMUNITY DEVELOPMENT ANALYST
SUBJECT: CONSIDERATION OF APPROVING AN EMERGENCY EXTENSION BETWEEN THE CITY OF MAYWOOD AND CROSSTOWN ELECTRICAL & DATA, INC. TO EXTEND
THE CONTRACT AGREEMENT FOR AN ADDITIONAL THREE MONTHS
RECOMMENDATION:
Staff recommends that the City Council approve an emergency extension of the contract agreement between the City of Maywood and Crosstown Electrical & Data, Inc., extending the agreement by three months to April 7, 2025.
BACKGROUND:
On August 16, 2019, the City Council approved the issuance of a Request for Proposals (RFP) for traffic signals, signs, and streetlight maintenance services. The City received three bids and, upon evaluation, Computer Service Company (CSC) was chosen to provide services to the City. On November 13, 2019, the City Council awarded CSC with the traffic signal, sign, and streetlight maintenance-services contract for three years with two-one-year extensions. CSC in 2020 was purchased by the company Crosstown Electrical Data Inc. (“Crosstown”) and the agreement was formally assigned to them.
The contract allowed for two one-year extensions and these completed in 2023-2024 and went through to January 7, 2025.
In addition in February 22, 2023, the City Council approved Amendment No. 2 to the agreement to increase compensation from $90,000 to $100,350 for services during the extended terms based off the Consumer Price Index (CPI) requested by Crosstown.
DISCUSSION:
City staff is requesting that the City Council approve the emergency extension contract agreement with Crosstown, to allow for City staff to prepare and conduct proper Request for Proposals and the issuance of awarding a contract to a future traffic signals, signs, and streetlight maintenance service company. Municipal Code Section 3-4.13 - Exceptions to competitive bidding (a), provides that the City Manager may approve the Agreement with the concurrence that if an emergency exists, it shall be approved by four-fifths (4/5) vote of the City Council.
Approval of the emergency contract extension will provide for the continuous and proper maintenance of all City signalized intersections and City-owned streetlights. The City has been working with Crosstown for the past few years and has found their performance to be very reliable and efficient. Approval will allow for all CityPage 194 of 196 owned lights to continue being maintained functionally and illuminating city streets, further promoting public safety Citywide.
LEGAL REVIEW:
The City Attorney has reviewed this report.
FISCAL IMPACT:
The three months contract extension is estimated to be $30,000. This amount will be allocated as follows:
1)-General Fund 100- $6,000
2)-Gas Tax Fund 212- $19,200
3)-Street Lighting District Fund 251- $4,800
