AGENDA REPORT
CITY OF MAYWOOD
AGENDA ITEM NO. 1.
DATE: May 28, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: JENNIFER VASQUEZ, CITY MANAGER
BY: RIMO HANSON, FINANCE DIRECTOR
RAUL HERRERA, SENIOR ACCOUNTANT
SUBJECT: PRESENTATION OF THE PROPOSED FISCAL YEAR 2025-2026 BUDGET AND
CAPITAL IMPROVEMENT PROGRAM LIST
RECOMMENDATION:
Staff recommends that the City Council review and provide direction to staff on the proposed budget for Fiscal Year 2025-2026.
BACKGROUND:
Annual Budget Process
The City of Maywood adopts a budget on an annual basis. The budget consists of projected revenues and proposed expenditures. Proposed expenditures specify the spending plan for the upcoming fiscal year, while the projected revenues address the expected available resources to fund City expenditures. Depending on the difference between the proposed expenditures and projected revenues, the budget at times may consist of drawdowns of the accumulated surplus from prior years.
Once approved by the City Council, the proposed expenditures are considered appropriated (at the fund level) and become available to pay for City expenditures.
Projected revenues are developed by the finance department along with input from other City departments.
The formulation of the upcoming fiscal year’s projected revenues includes taking into consideration projected economic conditions, historical trend analysis, the state budget, assistance from third-parties and other future expectations.
The budget process begins with the City Manager instructing each City department to prepare budget worksheets which detail each respective department's spending plan for the upcoming fiscal year. The budget worksheets are received and reviewed by the finance department. Budget meetings are then held by the City Manager and Finance Director with each respective department's or division's directors and managers/supervisors. Next, the Finance Department and the City Manager review and discuss the proposed spending plans and make adjustments as necessary to align with the City Council's objectives. Finally, the City Manager presents the annual budget to the City Council.
DISCUSSION:
The City has maintained a healthy General Fund balance, in addition to its reserves, over the recent years. This is a testament to the financial stewardship of the organization and exemplified by the City Council's strategic goal of
ensuring long-term fiscal sustainability. The proposed budget for Fiscal Year 2025-2026 reflects the City's commitment to providing high-quality services to residents and businesses while maintaining financial stability.
General Fund Summary Update (FY 2024-2025)
At the close of Fiscal Year 2024–2025, the General Fund (100) is projected to end with a surplus of approximately $3.1 million. This positive balance reflects a combination of favorable financial factors, including an increase in transfers from the Local Fiscal Recovery Fund (273) totaling $2,559,620, a net increase of $122,176 across various revenue categories, and a projected reduction in overall General Fund expenditures—both personnel and non-personnel— amounting to $30,762, as demonstrated in the table below. Included in the General Fund are the Local Fiscal Recovery Fund (273) and the Pension Retirees Fund (711).

General Fund Expenditures Proposed for FY 2025-26
Personnel Expenditures: The total personnel services costs for this fiscal year have increased by $195,870. This is primarily due to the addition of the Housing Division. In the prior year, these costs were allocated to the Local Fiscal Recovery Fund (273). The personnel expenditures also reflect normal step increases, CalPERS retirement contributions, a 7.5% increase in health insurance premiums, and adjustments in cost allocation percentages to other funds.
